Australian Policy - Basel Convention
Australia ratified the Basel Convention on the Control of Transboundary Movements of Hazardous Waste and their Disposal on 5 February 1992 and the Convention came into force on 5 May 1992.  As of January 2002, 149 countries had ratified the Basel Convention.  Australia has not ratified the Convention’s Ban Amendment or its Protocol on Liability and Compensation. Australia also ratified the Convention to Ban the Importation into Forum Island Countries of Hazardous Wastes and Radioactive Wastes and to Control the Transboundary Movement and Management of Hazardous Wastes within the South Pacific Region (the “Waigani Convention”) on 17 August 1998.  The Waigani Convention entered into force in October 2001.   The main aims of the Basel Convention are to encourage environmentally sound management of hazardous waste, to regulate international trade in hazardous waste and to reduce the generation of hazardous wastes.  The Convention’s Secretariat is based in Geneva. 
Legislation
Australia gives effect to its obligations under the Basel Convention in the Hazardous Waste (Regulations of Exports and Imports) Act 1989 , which was amended in 1996 to ensure that it complied fully with the provisions of the Basel Convention.

Basic Environment and Hazardous Waste Management Course, 8 Hour
This basic course defines a hazardous waste, how material becomes hazardous waste, and what to do with the material when it becomes waste (how to get rid of it). T he course is in lecture format and provides basic initial training on Occupational Safety and Health Administration (OSHA), Resource Conservation and Recovery Act (RCRA) laws, and U.S. Army Alaska (USARAK) Regulation 200-4, Hazardous Waste, Used Oil, and Hazardous Materials Management. Upon completion of the course the attendees will have a basic knowledge of the OSHA spill response requirements. Methods for compliance with RCRA and USARAK Regulation 200-4 are explained and impacts of potential violations of these environmental laws/regulations outlined. Target Audience Personnel who may handle or come into contact with any hazardous material during their day-to-day jobs. The class is open to soldiers and federal employees. Course Length: 8 Hours Times: 9:00 am - 5:00 pm

Hazardous Waste Management.(developing countries) Author/s: Katherine N. Probst, Thomas C. Beierle Issue: Nov, 1999 Lessons from Eight Countries During the last decade, a number of developing countries have begun to consider ways of developing and implementing programs to ensure the proper disposal of hazardous waste. To some extent, they can look for guidance to the experience of the many developed countries that have established effective hazardous waste management (HWM) programs during the last 30 years. But building an effective hazardous waste management system is a difficult and lengthy undertaking, and the approach taken in one country may not work in another. This article presents the lessons suggested by a study of the ways in which eight countries developed and implemented HWM programs. While there is a lot of information available on various countries' hazardous waste regulatory requirements, there has been very little research on the challenges of actually getting a hazardous waste management program up and running. The countries in the study included four from the developed world (Germany, Denmark, the United States, and Canada) and four from the developing world (Malaysia, Hong Kong, Thailand, and Indonesia).(4) Each of these have tackled the hazardous waste management challenge. They have employed a broad range of approaches, and their experiences highlight a number of important issues.

The Seattle Times, July 3, 1997 Thank you for your interest in learning more about hazardous and other industrial wastes in fertilizer. It has only been in recent years that the public has become aware of this method of disposal, and only then because of the persistence of a few Washington farmers and the outstanding investigative skills of a Seattle Times’ reporter. The resulting investigative series “ Fear in the Fields: How Hazardous Waste Becomes Fertilizer ” is the result of their efforts.
This site will serve as a primer to educate you on this issue, as a roadmap to guide you to other sites on the web, and hopefully, as a catalyst to engage you in the political process to effect change.
We have a unique opportunity to unite behind this issue that literally affects every one of us, and send a clear message to our elected officials that we want nothing less than a clean environment, and healthful food. Setting aside our individual issues for a time, or better yet, recognizing that this issue encompasses every environmental and health issue effecting us today, I implore you to take up this issue as your own. Tell others about it, take action on it and stay the course until it has either been banned or proven safe.

RCRA Subtitle C establishes a federal program to manage hazardous wastes from cradle to grave. The objective of the Subtitle C program is to ensure that hazardous waste is handled in a manner that protects human health and the environment. To this end, there are Subtitle C regulations for the generation; transportation; and treatment, storage or disposal of hazardous wastes. In practical terms, this means regulating a large number of hazardous waste handlers.

The Center is open Thursday and Friday from 11:00 am to 7:00 pm and on Saturday from 9:00 am to 3:00 pm. Proof of Arlington residency such as a current driver’s license or water bill is all you need.
