Transportation planning and project development must reflect the desires of communities, and take into account the impacts on both the natural and human environments. Transportation projects are closely looked at to see how they might impact the community, the natural environment, and our health and welfare. Before any project can move forward to construction, the FHWA must address and comply with laws related to the environment. These laws cover social, economic, and environmental concerns ranging from community cohesion to threatened and endangered species. To get through this detailed process, FHWA and FTA use the National Environmental Policy Act (NEPA) process to evaluate impacts associated with each individual project. Three Offices within the Federal Highway Administration focus on environmental protection and enhancement. The Office of Natural Environment primarily focuses on environmental programs associated with air quality, noise, and water quality. The Office of Human Environment primarily focuses on programs associated with the built environment, including transportation enhancements, community programs, and public involvement. The Office of NEPA Facilitation focuses on NEPA project development process as a balanced and streamlined approach to transportation decisionmaking that takes into account the potential impacts on both human and natural resources and the public's need for safe and efficient transportation improvements. Everyone has a different tolerance to noise. The means that one person may be disturbed by a relatively low level of traffic noise and someone else may be able to tolerant it at a higher level. Tolerance to noise is influenced by the degree of acclimatisation (how we get used to it), the level and type of intruding noise and the level of the background noise at the time. Particular activities will influence your tolerance. For example, if you wish to sleep or do homework you may be less tolerant to noise than if you were watching television or listening to your own music.
What is noise pollution?
Noise pollution can disturb our work, concentration, relaxation and sleep. It can cause stress and create or worsen physical problems such as high blood pressure, chronic exhaustion and heart disease. A quieter environment is a restful place that promotes relaxation and a happier and healthier community because neighbourhood noise can cause annoyance by disrupting normal domestic activities such as reading or watching television. There is increasing concern about mounting levels of noise.
The European Commission has produced a number of directives which seek to draw a balance between reducing noise in the environment and ensuring that regulations in individual member states do not create barriers to trade. There are individual directives relating to noise from motor vehicles, motorcycles, aircraft, lawnmowers and machinery.
The overall responsibility for noise policy in the United Kingdom lies with the Department of the Environment. However, the Department of Transport deals with noise from motor vehicles, aircraft and ships and the Department of Employment is responsible for controlling noise within the workplace, through the Health and Safety Executive. The CivilAviation Authority implements the requirements of the Civil Aviation Act 1982, which includes provisions to control aircraft noise.
U.K. noise legislation is mainly contained in the Control of Pollution Act 1974 (Part III) and the Environmental Protection Act 1990 (Part II). These acts give district councils (through their Environmental Health Officers) responsibility to determine whether noise nuisance exists and powers to protect citizens from noise by a variety of means, including the designation of Noise Abatement Zones and the serving of Noise Abatement orders.
