Noise nuisance
More than a third of requests that we receive for help at the council's environment health department are about noise. Unreasonable noise from many sources may be intrusive to you. The council can take action on excess levels of noise considered to be a statutory noise nuisance. Unreasonable noise can come from residential or commercial premises and we are able to make an assessment where necessary as to whether we can take action on your behalf. We then offer advice on the situation, and if this is unsuccessful, we have powers to take action against those causing the nuisance. Persistent offenders are served with nuisance control notices or fined. If repeated noise nuisances occur, a summons can be issued, often leading to successful prosecutions. Most noise complaints can be dealt with by contacting the environmental health department between 9am and 5pm during the working day.

Balanced Approach to Aircraft Noise Management
In 2001, the ICAO Assembly endorsed the concept of a "balanced approach" to aircraft noise management (Appendix C of Assembly Resolution A33-7 ). This consists of identifying the noise problem at an airport and then analysing the various measures available to reduce noise through the exploration of four principal elements, namely reduction at source (quieter aircraft), land-use planning and management, noise abatement operational procedures and operating restrictions, with the goal of addressing the noise problem in the most cost-effective manner. ICAO has developed policies on each of these elements, as well as on noise charges.
Reduction of Noise at Source
Much of ICAO's effort to address aircraft noise over the past 30 years has been aimed at reducing noise at source. Aeroplanes and helicopters built today are required to meet the noise certification standards adopted by the Council of ICAO. These are contained in Annex 16 — Environmental Protection , Volume I — Aircraft Noise to the Convention on International Civil Aviation, while practical guidance to certificating authorities on implementation of the technical procedures of Annex 16 is contained in the Environmental Technical Manual on the use of Procedures in the Noise Certification of Aircraft (Doc 9501).

You have the right to peace and quiet. Your neighbour must not make excessive noise that causes you a nuisance. But we live in Waltham Forest, a densely populated area and absolute silence is not possible. We have thin walls, people above and below us, roads outside and factories/shops next door. People, their pets and their cars make noise, and there are alarms all over the place. You can't expect silence. On the other hand you should not have to suffer excessive, unnecessary and preventable noise.

Environmental noise has been increasing since the industrial revolution. Noise affects our health, and safety, interferes with communication, and reduces our ability to enjoy life at its fullest. Controlling noise through passive measures has been a continuing effort. Whereas high frequency noise and vibration have been amenable to passive controls, it has proven difficult to passively control low frequency (500 HZ and below) noise and vibration. The application of Active Noise Cancellation to the control of low frequency noise was proposed over 50 years ago but at that time it was quite impractical. Recent advances in computer technology, however, have now made it a practical solution to many previously difficult problems in environmental noise. This technology does not mask the noise. Noise is reduced by generating a cancelling anti-noise signal which is equal to, but 180 o out of phase with, the noise.

Noise levels are measured in units called decibels. Since the human ear cannot perceive all pitches and frequencies equally well, measurements are adjusted to correspond to human hearing. The adjusted unit is known as the A-weighted decibel or dB(A). The pollutant effects of noise are difficult to quantify because individuals tolerance to noise levels and different types of noise vary considerably, however there is consistent evidence that prolonged exposure to noise levels at or above 80 dB(A) can cause deafness. Given the highly urbanised nature of the City of Sydney LGA, and the increasing residential numbers, noise is a significant environmental issue to be addressed. A high percentage of complaints received by the City are noise related. The City's Health Section use noise meters to assist with noise problems.

Sound can be enjoyed or it can be a nuisance.
We are living in a society more likely to produce noise, and also more likely to complain about it.
Sound is described as a noise nuisance when it is unwanted by the listener and can become pollution when it affects our enjoyment of the environment.
There are few environmental problems which cause quite the same level of social conflict as that of noise pollution. Intrusion and annoyance all too often spill over into confrontation, aggression and direct physical violence. It is now recognised that noise can lead to stress and physiological problems, and high noise levels can lead to hearing loss or ringing in the ear, known as 'tinnitus'. Noise can disturb sleep, interrupt work or just relaxation at home.
