Status
The United States has tried to attack the problem of drug abuse head on in recent years. The 1997 Drug-Free Communities Act which helps build and strengthen 14,000 anti-drug coalitions, unites civic groups to form a Civic Alliance, and mobilizes communities has had a positive impact. Aggressive law enforcement has also contributed to ridding streets and neighborhoods of drugs. Finally, enhanced international cooperation has somewhat diverted the flow of illegal narcotics into the United States. Results of the War on Drugs have been mixed. Although casual drug use is lower than in recent decades, the number of hard-core drug users has remained relatively constant. According to the 2001 Annual Report of the Office of National Drug Control Policy, an estimated 14.8 million Americans, or 6.7 percent of the population twelve and older, were current illicit drug This number represents 6.7 percent of the population twelve and older. This figure declined significantly between 1979 and 1992, from 23 million to twelve million. Since 1992 the number of current users has gradually increased. An estimated 3.6 million people met diagnostic criteria for dependence on illegal drugs in 1999, including 800,000 youths between the ages of twelve and seventeen. Alcohol and tobacco use is also prevalent among youth, despite being unlawful. Fifty percent of high school seniors use alcohol, and thirty percent use tobacco. Teenagers who use alcohol or tobacco are more likely to use other drugs.
