Kofi Annan and the United Nations have been rewarded with Nobel Peace Prize. Many people are puzzled, though the position of Nobel Committee should be understood. Who deserved the Nobel Prize this year? Nobody settled any conflicts, and the world did not become more peaceful. On the contrary, terrorist acts were committed in New York, a new war is flaring up in Afghanistan, and many analysts are afraid that the world is on the verge of world war III.
Today’s events are accompanied by an unprecedented success of the United Nations. The US has already stopped taking its position into consideration and solves all questions independently. For the time being, the US do not consider the U.N. to be a remnant of the Cold War, though the US always shows tjat the U.N. cannot influence its decisions. The U.N.’s location on US territory irritates some Americans; two small towns even declared their withdrawal from U.N. While the US and NATO were bombing Yugoslavia, the U.N. was not able and did not want to do something to protect the peaceful population. Even today, it cannot do anything to protect civilians in Afghanistan. The U.N. turned into a bureaucratic machine of aninternational scale. It cannot help even itself: payments of different countries are being delayed, and there are even times when U.N. has not money to pay salary its workers.

AIDS Ahead of Economics
The UN Secretary General Kofi Annan made his long tour to China not for the sake of getting a doctor mantle or talks about the HIV danger. Judging from the laconic account of Annan’s talks with Chinese leader Jiang Zemin and Chinese Minister of Foreign Affairs Tang Jiaxuan, the talks were mostly focused on the UN Security Council problems in connection with the US-led anti-Iraq aggression.
However, AIDS is a pressing problem for China. This is confirmed by the fact that the lecture on the AIDS problem delivered by Kofi Annan at one of a Chinese university was immediately supported by the Chinese media. At that, the media confirmed Annan’s forecast, saying that number of HIV-infected will reach 10 million people by 2010 in China. As of now, the number makes up about one million.
Sixty-eight percent of HIV-infected people are drug-addicts who used infected syringes; 9.7% became infected when they donated blood (this usually happens when the procedure is organized by individual persons under poor conditions), and 1.5% fell victims to this careless blood transfusion. In other words, 4/5 of HIV-infected people fell victims because of anti-social accidents caused by the evil influence of the West, dissolution of morals, and implementation of market values.
What is the most distressing is that the rate of HIV expansion is incredible: the number of HIV-infected in China increased by 16.7% within the first six months in 2002 as compared with the first six months of last year. This increase is more than twice as large as the economic growth.

In fact, the Nobel fortune came from chemical inventions and the peaceful uses of explosives, such as engineering projects, railways, canals, and road building. The idea for the Nobel Peace Prize actually emerged in Paris in the 1880s, where the Swedish industrialist met the Baroness Bertha von Suttner, a well-known supporter of international peace efforts. Von Suttner nurtured Nobel's interests in world peace and suggested he fund an annual prize for peace work. The first Nobel Peace Prize was awarded in 1901, five years afterNobel's death. It went to two men: Henri Dunant of Switzerland, oneof the founders of the International Committee of the Red Cross; and Frédéric Passy of France, the organizer of several international peace groups and a supporter of peaceful arbitration between governments. The most recent prize, awarded in 1998, was given to John Hume and David Trimble for their efforts to find a peaceful solution to the long conflict in Northern Ireland.

UNITED NATIONS In an era of spreading global terrorism and widening conflict, the Nobel Peace Prize was awarded to the United Nations and Secretary-General Kofi Annan on Friday for their roles at the "forefront of efforts to achieve peace and security in the world." The Norwegian Nobel Committee, marking the centennial of the prize, said its choice was designed "to proclaim that the only negotiable route to global peace and cooperation goes by way of the United Nations." Annan said he was awakened in the early hours Friday by a phone call, which typically would have meant "something disastrous."

Dear Mr. Kincaid,
How do you respond to the fact that the United Nations and its secretary-general Kofi Annan won the extremely prestigious Nobel Peace Price? I happen to know something about how this committee operates, and I would be curious to see any attempts on your part to "explain this one away". :) How would you explain that an independent committee renowned for its thorough and incorruptible scrutiny of candidates chose the United Nations and Kofi Annan for this huge honor? I mean, it's the Nobel Peace price's 100th anniversary, for crying out loud!
In any case, whether you like it or not, this *is* big news. You've got to comment on it on your news section somehow, and I really look forward to it!
Today the world took one small step towards sanity, in my opinion.

Stupidity and selfishness often go together, and that's the subject of this evening's Talking Points memo.
Finally, United Nations Secretary General Kofi Annan has won the Nobel Peace Prize. But Annan does not want the United States to expand its war on terror to Iraq, oh, no, that might destabilize the Gulf region, says Annan. This is choice. Kofi Annan gets the Nobel Peace Prize, but he's unable to come up with many solutions to lasting peace. Milosevic, America got him out. Africa, the UN and Annan stood by and watched millions die in Rwanda. Terrorism, the UN has done nothing to combat the rise of Muslim fundamentalism. The Middle East, Annan is clueless. The USA brokers all the peace conferences. In my opinion, Kofi Annan talks a good game, but that's it. The Nobel Peace Prize should be given to the armed forces of the United States. Those brave men and women are risking their lives so the world can have a lasting peace. Kofi Annan, well, he's having dinner.

I know you all join me in congratulating President Carter on being awarded the Nobel Peace Prize for 2002. He has indeed earned it by his tireless efforts to promote peace, even in the most difficult circumstances. Your meeting is taking place at a critical moment for world peace, and for the United Nations. The situation created by Iraq's failure to comply fully with the resolutions of the Security Council since 1991 is indeed one of the gravest and most serious facing the international community today. United Nations and its Secretary General Kofi Annan have jointly bagged the Nobel Peace Prize for the year 2001. The Norwegian Nobel Committee decided to award the prize, in two equal portions, for the efforts of both to ensure an 'organised and more peaceful world'. Kofi Annan has devoted almost his entire working life with the UN. As secretary general, he has been pre-eminent in bringing new life to the organisation, a press release issued by the Norwegian Nobel Committee said. The release had this to say about Annan: "While clearly underlining the UN's traditional responsibility for peace and security, he has also emphasised its obligations with regard to human rights. He has risen to such new challenges as HIV/AIDS and international terrorism, and brought about more efficient utilization of the UN's modest resources. In an organisation that can hardly become more than its members permit, he has made clear that sovereignty can not be a shield behind which member states can conceal their violations." Describing the UN, the release said, the multilateral organisation has achieved many successes, and suffered many setbacks.

Dear Members of the Norwegian Nobel Committee
We write to you to ask you not to award the centenary Nobel Peace Prize to UN Secretary-General Kofi Annan on December 10. In your statement of October 12, you motivate the planned award to Mr Annan by reference to among other things his emphasis on the UN’s "obligations with regard to human rights". While it is true that Mr Annan often seeks to promote the ideas of human rights in a general sense, he gravely failed the victims of two of the most vicious crimes committed in the post-cold war era: the 1994 Rwanda Genocide and the 1995 Srebrenica massacre of an estimated 7,000 people.
Only after years of increased public pressure and criticism, did Mr Annan commission two reports in which all UN member states were blamed for failing to prevent these two crimes against humanity. A claim that we fully support – the international community should have intervened with force to stop these massacres, and the lack of adequate response is inexcusable.

Following is the Nobel lecture by Secretary General Kofi Annan in Oslo, as provided by the United Nations. Your Majesties, Your Royal Highnesses, Excellencies, Members of the Norwegian Nobel Committee, Ladies and Gentlemen, I speak of a girl in Afghanistan, but I might equally well have mentioned a baby boy or girl in Sierra Leone. No one today is unaware of this divide between the world's rich and poor. No one today can claim ignorance of the cost that this divide imposes on the poor and dispossessed who are no less deserving of human dignity, fundamental freedoms, security, food and education than any of us. The cost, however, is not borne by them alone. Ultimately, it is borne by all of us - North and South, rich and poor, men and women of all races and religions. Today's real borders are not between nations, but between powerful and powerless, free and fettered, privileged and humiliated. Today, no walls can separate humanitarian or human rights crises in one part of the world from national security crises in another. Scientists tell us that the world of nature is so small and interdependent that a butterfly flapping its wings in the Amazon rainforest can generate a violent storm on the other side of the earth. This principle is known as the "Butterfly Effect." Today, we realize, perhaps more than ever, that the world of human activity also has its own "Butterfly Effect" for better or for worse.
