Speech by Cora Weiss, President
International Peace Bureau
BUILD INSTITUTIONS FOR PEACEFUL CHANGE
The International Peace Bureau is honored to be among those who, as a previous Nobel chairman Egil Aarvik said of one laureate, "are not satisfied merely to draw attention to alarming trends, but to devote energy to turning the tide." (1982)
It was in that spirit that not only was the IPB elected a Nobel prize winner, but 13 of our officers have also been among laureates including the first, Frederic Passy in l901, Alva Myrdal a vice president in l982 and our past president, Sean Mac Bride, in l974.
The IPB, since l892, the most comprehensive international peace network, is committed to disarmament and a culture of peace. It was named a laureate , in the spirit of Alfred Nobel's plan to support, accelerate and promote the peace movement and for its support of the League of Nations. We are grateful, indeed the world must be grateful, for the award of this year's prize to the United Nations and its caring leader, Kofi Annan. We congratulate them.
Professor Nye addresses the power of the non state actor in the 21st century and quotes a British observer who wrote that American power is not great enough to solve a number of serious global problems.

MBC: On The Move ... Archives A New Order Of Information In The Arab Broadcasting System By Tourya Guaaybess
Introduction: The Re-Structuring Of The Arab Broadcasting Space
A process of restructuring of the Arab broadcasting space began in the mid 1990s. It has given rise to a metamorphosed and completely new media scene, manifested in the expansion and the liberalisation of transnational satellite channels. The technological innovations that led to the rapid change in Arab broadcasting have affected other areas in the so-called "developing countries" along similar general lines (Sinclair 1996, Mitchell and Einsieldel 1995, David French and Michael Richards 2000); thus the Arab region may be taken as a case study. Analysis of this case shows that the present situation emerged abruptly and scholars in international communication and operators alike were prompt to forget all about the development theory paradigm and its implementations, which had prevailed until the 1990s. The current rise of Arab media far away from the ideological background of the development theory is precisely the subject of this paper. Nevertheless, since the beginning of the 1990s, the ARABSAT transponders (1), which were underexploited, have become fully occupied and the broadcasting configuration has totally changed. The idea of cooperation, the claim for a fairer sharing of the means of information and communication, were replaced by a reality governed by economic rationality. One model triumphed during the Gulf crisis: CNN, the global network. It is precisely this channel that fascinated many Arab viewers and that was to become a model for many Arab operators (Weisenborn 1992).

1. AMNISTIA INTERNACIONAL
