29 January 2003 Forty-one American Nobel laureates have signed a declaration opposing war with Iraq. The declaration was organised by Walter Kohn, a theoretical physicist at the University of California at Santa Barbara, and former adviser to the Defense Advanced Research Projects Agency at the Pentagon. The signatories include 19 winners of the physics prize. The declaration reads: "The undersigned oppose a preventive war against Iraq without broad international support. Military operations against Iraq may indeed lead to a relatively swift victory in the short term. But war is characterized by surprise, human loss and unintended consequences. Even with a victory, we believe that the medical, economic, environmental, moral, spiritual, political and legal consequences of an American preventive attack on Iraq would undermine, not protect, US security and standing in the world." The signatories include Norman Ramsey, who worked on the Manhattan Project, and Charles Townes, a former research director of the Institute for Defense Analyses at the Pentagon. Townes was also chairman of a federal panel that studied nuclear warheads.

Learning and Memory The Brain is Altered by Experience
  • All animals learn things .from their interaction with the environment
  • This is especially true of humans- in contrast to many other animals we are not independent at birth or for a long time afterwards. We must spend a long time learning before we are independent
  • The primary organ of learning is the brain
We Store Enormous Amounts of Information in the Brain
  • Language: although we use only 1000-2000 words in everyday speech, we recognize 20,000-50,000 words as adults
  • Storage of graphical material takes large blocks of memory
  • The brain has 10^11 nerves and each nerve has about 10,000 synapses- this makes 10^15 total synapses and each one can probably store at least one bit of information
Some Simple Types of Learning
  • Built-in reflexes and behavior patterns- represent "genetic learning"
  • Examples: suckling reflex, baroreceptor reflex
  • Habituation and sensitization (opposite of habituation)- in habituation an animal learns to ignore a stimulus that is repeated many times
  • Example: 4 hour babies will interrupt suckling if a musical note is played. If the note is repeated 9 or 10 times baby will ignore it and continue to suckle (but if a different note is played the suckling will again be interrupted)

His dual interest in engineering and neurosciences has continued throughout his academic career first at Duke University where he held joint appointments in the Colleges of Engineering (BME) and of Medicine (Physiology and Pharmacology) and, since 1981 at the University of Colorado where he has been Professor of Electrical and Computer Engineering and also Professor Attendant Rank of Physiology (UCHSC). Along with the late Professor Marvin Luttges he developed the interdepartmental "Neural Bioengineering sequence including courses in "Brains, Minds and Computers," "Neural Signals," and "Neural Systems," which he still teaches regularly in the ECE and the Aerospace Engineering departments.
