Rudolph A. Marcus
Rudolph A. Marcus was born in Montreal, Canada and received his B.Sc. and Ph.D. in Chemistry from McGill University in 1943 and 1946. After postdoctoral research in experimental gas phase reactions at the National Research Council of Canada he became a postdoctoral fellow in theoretical chemistry with 0. K. Rice at the University of North Carolina. At U.N.C. he formulated the RRKM theory of unimolecular reactions. In 1951, he joined the faculty of the Polytechnic Institute of Brooklyn and subsequently developed the theory of electron transfer reactions, for which he later received the Nobel Prize in Chemistry. He joined the faculty of the University of Illinois in 1964 and in 1978 the California Institute of Technology as Noyes Professor of Chemistry. Professor Marcus' research has covered a variety of other areas in physical chemistry, including reaction coordinates and Hamiltonians, semiclassical theory, and intramolecular dynamics. Professor Marcus has received many awards, including the Wolf Prize in Chemistry, the National Medal of Science, the ACS Peter Debye and Irving Langmuir awards, and the Pauling, Richards, Gibbs, Chandler and other medals. He is the recipient of a number of honorary degrees and is a member of the National Academy of Sciences and the American Philosophical Society, a Foreign Member of the Royal Society of London and of the Royal Society of Canada. His hobbies include skiing, tennis, music and history. He and his wife Laura, whom he met and married in 1949, have three sons.

ATA Science Conference Webpage Written by Emily C. Freeman LTS Partnership Program Coordinators Emily Freeman and Catherine Krasnik took part in Alberta Teachers' Association (ATA) Science Council conference held in Edmonton November 16 to 19, 2000. Over 1,500 science teachers from Alberta, other Canadian provinces, and the United States attended the conference. Emily and Catherine's presentation, " Let's Talk Science Partnership Program ", emphasized the LTS program to science teachers. In addition, they conducted a focus group to identify the needs of science educators for their upcoming webpage which will represent a collection of science links geared towards elementary and high school teachers. In addition, the National Let's Talk Science program sponsored a booth in the exhibit hall, which was well attended. This also represents the first time two Let's Talk Science Partnership Programs have worked together at a national conference (McMaster and University of Alberta). We are both grateful for the support we received at the ATA Science Conference 2000. And to the Dean of Science who graciously funded the conference trip. The highlight for us both was the attendance of five Canadian Nobel laureates. Originally, seven laureates accepted the invitation to the conference. Unfortunately, the illness of one laureate (Altman) and death of another (Smith) prevented the full cohort from being at the conference. Still, having five Canadian Nobel laureates under one roof was unprecedented!

    President William Jefferson Clinton The White House 1600 Pennsylvania Avenue, NW Washington, DC 20502 Dear Mr. President: We urge you not to make the decision to deploy an anti-ballistic missile system during the remaining months of your administration. The system would offer little protection and would do grave harm to this nation's core security interests. We and other independent scientists have long argued that anti-ballistic missile systems, particularly those attempting to intercept reentry vehicles in space, will inevitably lose in an arms race of improvements to offensive missiles. North Korea has taken dramatic steps toward reconciliation with South Korea. Other dangerous states will arise. But what would such a state gain by attacking the United States except its own destruction? While the benefits of the proposed anti-ballistic missile system are dubious, the dangers created by a decision to deploy are clear. It would be difficult to persuade Russia or China that the United States is wasting tens of billions of dollars on an ineffective missile system against small states that are unlikely to launch a missile attack on the U.S. The Russians and Chinese must therefore conclude that the presently planned system is a stage in developing a bigger system directed against them. They may respond by restarting an arms race in ballistic missiles and having missiles in a dangerous "launch-on-warning" mode.
