In 1888 Cremer and Passy helped to establish the Interparliamentary Union, at which political representatives from Europe and America met to discuss ideas, problems, and legislation leading to peace. The Union still exists. The Boer War in South Africa was strongly opposed by KEIR HARDIE and the Independent Labour Party. KEIR HARDIE (1856-1915) was a British labour leader, first to represent working men in Parliament as an Independent (1892) and first to lead the Labour Party in the House of Commons (1906). The Independent Labour Party, of which he was a founder, incorporated pacifist principles in its policy. A dedicated socialist, Hardie was also an outspoken pacifist. He worked hard to persuade workers world-wide to strike rather than go to war. An International Museum of War and Peace was opened in Lucerne, Switzerland.

June 2002 The People In Need Foundation has proposed Cuban dissident Oswaldo Payá, leader of the Christian Liberation Movement, be nominated for the 2003 Nobel Peace Prize. Czech President Vaclav Havel has offered his unconditional support for the Payá’s nomination. We are currently soliciting important political personalities in Europe and around the world, such as former Nobel Prize lauteurates, asking for their support in this campaign. The letters of support for the nomination will be delivered to the Nobel Prize committee in Oslo in January 2003. Oswaldo Payá started the Christian Liberation Movement to openly oppose the Cuban regime from Havana. The organization promotes the peaceful defense of human rights and democracy in Cuba. Because of his firm defense of human rights, Oswaldo Paya, father to three children, has been a permanent victim of the repression of the regime. In various occasions, he has been detained and interrogated. At the same time, the People In Need Foundation wishes the nomination also supports Proyecto Varela, a referendum to reinstall mayor political freedoms to Cuban citizens, and helps the internal opposition to continue its battle for liberty and democracy in the country.

The United Nations Peace-keeping Forces are employed by the World Organizaton to maintain or re-establish peace in an area of armed conflict. The UN may engage in conflicts between states as well as in struggles within states. The UN acts as an impartial third party in order to prepare the ground for a settlement of the issues that have provoked armed conflict. If it proves impossible to achieve a peaceful settlement, the presence of UN forces may contribute to reducing the level of conflict.
The UN Peace-keeping Forces may only be employed when both parties to a conflict accept their presence. Accordingly, they may also be used by the warring parties to avoid having a conflict escalate and, in the event, also to have a struggle called off.
The Peace-keeping Forces are subordinate to the leadership of the United Nations. They are normally deployed as a consequence of a Security Council decision. However, on occasion, the initiative has been taken by the General Assembly. Operational control belongs to the Secretary-General and his secretariat.

Home Baroness Bertha Felicie Sophie von Suttner
(June 9, 1843-June 21, 1914)
Born the Countess Kinsky von Chinic und Tettau in Prague, then Austria (now the Czech Republic), the posthumous daughter of an Austrian army field marshal, Suttner spent the first half of her life accepting the military traditions which she would later try to subvert. As a young girl, Suttner studied languages and music and traveled. At age thirty, she decided to strike out on her own to relieve her mother of the financial burden of her care. She took a position as a governess for four girls in the Viennese Suttner household where she met her future husband, a younger son of the family. In 1873 she left briefly for a sojourn in Paris where she worked as Alfred Noble's secretary. They would remain life-long friends and correspondents. Bertha returned to Vienna to marry Baron Arthur Gundaccar von Suttner over the objections of his family. The newlyweds left immediately for the Caucasus where they remained for nine years, often earning a precarious living by giving lessons in languages and music and eventually, and more successfully, by writing. In 1885 the Baron's family relented and the couple returned to Austria. Suttner became increasingly active in the campaign against the arms race. Continuing her correspondence with Noble, Suttner often expressed her fears that his invention would lead to increasingly deadly wars. Inspired by her work, Noble provided for the Noble Peace Prize in his will to honor a person "who shall have done the most or the best work for fraternity between nations, for the abolition or reduction of standing armies and for the holding and promotion of peace congressess."
