was born in Zamora in Mexico in 1911. After studying law he entered his country's foreign service in 1939. From 1962 to 1964 he held the post of Ambassador to Brazil, and from 1964 to 1970 was State Secretary in the Ministry of Foreign Affairs. From 1971 to 1975 he was Mexico's permanent representative in the United Nations ; in 1975-76 he was Foreign Minister, and since 1977 he has been the Permanent Representative of Mexico to the Committee on Disarmament which has its headquarters in Geneva.
García Robles has also played a central role in UNO's work to promote general disarmament. He has represented his country during the negotiations in Geneva, but his name is primarily associated with the special UNO disarmament session. The first special session of this kind was held in 1978, and García Robles was one of the representatives entrusted with the task of coordinating the various views and proposals in a joint document. He was largely responsible for the successful adoption of what is known as the "Final Document" of that session of the Assembly. Though UNO's next special session in 1982 failed to repeat this success, García Robles received support for his idea of a world disarmament campaign.

In the first place it is my obvious and at the same time most pleasant duty to express my gratitude for the honour that has been accorded me by the award of the 1982 Nobel Peace Prize.
May I then mention that I shall deal not only with the general subject of disarmament, but I shall also direct the attention to the connection between armament problems and the headlong on-rush of technology and the growth in violence. We must never forget the trampling down of human dignity and rights, the increase in acts of violence and the use of torture. All of this testifies to an incredible persistence in contempt for the suffering of individual men and women.
But I would also like to express my very special thanks to the Nobel Committee for hitting on the idea of dividing the prize between Dr. Garcia Robles and myself. This indicates that we have not received the prize only as personal tributes to ourselves, but that the entire movement which aims at promoting peace and reducing the use of violence has been given a great encouragement. This was emphasised, too, by the chairman of the Norwegian Nobel Committee, Egil Aarvik. The whole popular movement of protest, which at present is and has to be directed mainly against the use of the extreme weapon of terror, the atom bomb, has acquired a recognised legitimacy. This is bound to influence the attitudes and decisions not least of leading politicians and military chiefs in the superpowers.

DEMOCRACY FOR CHINA, THE NOBEL PRIZE FOR WEI JINGSHENG Leader of the "Wall for Democracy" movement between 1978 and 1979. Arrested on March 29, 1979 for "spreading secrets of State", Wei was sentenced to 15 years in prison for "counter-revolutionary crimes". In 1992, from his prison he wrote to Deng Xiaoping asking him to start negotiations with the Dalai Lama. Released in 1993, Wei continued to openly denounce human rights violations in China. Arrested again on April 1, 1994 he was detained in a secret place for 20 months with neither charges nor trial. On November 21, 1995, Chinese authorities sentenced him to a new 15-year term. Supporting Wei means supporting democracy in China and Tibet, and strenghtening the struggle for human rights as well. In his novels and short stories, characters emerge from mirrors and ascend to heaven without dying, infants are born with curly tails as a form of divine punishment, and, in one case, all the residents of a jungle village lose their memory and even forget how to keep themselves alive. His most popular novel,"One Hundred Years of Solitude," has sold more than 10 million copies in 32 languages. It begins with a typically tantalizing image: "Many years later, as he faced the firing squad, Colonel Aureliano Buendia was to remember that distant afternoon when his father took him to discover ice." In Stockholm, the Royal Swedish Academy of Sciences announced it had awarded the $157,000 prize to Garcia Marquez because of the "unlimited, ingenious vitality" of his work. The official citation asserted that the 55- year-old Colombian has "confirmed his position as a rare storyteller, richly endowed with material, from imagination and experience, which seems inexhaustible."
