Elihu Root (February 15, 1845-February 7, 1937), who became one of the most brilliant administrators in American history, was born in Clinton, New York, son of a professor of mathematics at Hamilton College New York University in 1867, founded a law firm after one year of practice, and by the age of thirty had established himself as a prominent lawyer specializing in corporate affairs. He became a wealthy man in the thirty or so years which he devoted to legal practice, acting as counsel to banks, railroads, and some of the great financiers of the day. His comprehensive grasp of legal principles, his formidable power of analysis, his creative genius in discovering solutions to problems, his disciplined attention to detail, and his skill in expression, whether written or oral, earned him recognition from his colleagues as the leader of the American bar.
Although he had participated in local Republican politics in New York, he was little known as a political figure when, in 1899

Feb. 7, 1937, New York City), American lawyer and statesman, winner of the Nobel Prize for Peace in 1912. Root received his law degree from New York University in 1867 and became a leading corporation lawyer. As U.S. attorney for the southern district of New York (1883-85) he came into close contact with Theodore Roosevelt, then a leader in New York Republican politics, and became Roosevelt's friend and legal adviser. As secretary of war in President William McKinley's (and, after McKinley's assassination, Roosevelt's) cabinet (1899-1903), Root worked out governmental arrangements for the former Spanish areas then under U.S. control as a result of the Spanish-American War. He was the primary author of the Foraker Act (1900), which provided for civil government in Puerto Rico. He established U.S. authority in the Philippines and wrote the instructions for an American governing commission sent there in 1900. He also effected a reorganization of the U.S. Army, established the principle of rotation of officers from staff to line, and created the Army War College in 1901. Root left the cabinet in 1904 but returned as secretary of state the following year during Roosevelt's second term and remained until 1909. On a tour of South America (1906) he persuaded Latin-American states to participate in the Second Hague Peace Conference, and he negotiated agreements by which Japan undertook to control its immigration to the United States and to arbitrate certain kinds of disputes. messages led to the adoption by both citizens and government of a new theory regarding natural resources. It is that the government acting for the people, who are the real owners of all public property, shall permanently retain the fee in public lands, leaving their products to be developed by private capital under leases which are limited in their duration and which give the government complete power to regulate the industrial operations of the lessees. The Panama Canal.—The greatest single material achievement of Mr Roosevelt’s presidency was the taking over by the United States of the project to build a Panama Canal. The project itself is nearly four centuries old; for a century Great Britain and the United States had been sometimes in friendly, sometimes in acrimonious dispute as to how this was to be accomplished; the French undertook the work and failed. Mr Roosevelt recognized the new republic of Panama, and obtained from it for the United States, in return for a commercial and military protection advantageous to Panama, the right to build a canal and control it in perpetuity. His critics said that - his course in this matter was unconstitutional, although the question of constitutionality has never been raised before any national or international tribunal. The fact remains that the construction of the Panama Canal was undertaken to the practical satisfaction to the civilized world. But for Mr Roosevelt’s vigorous official action and his characteristic ability to inspire associates with enthusiasm the canal would still, be a subject of diplomatic discussion instead of a physical actuality.

    Root, Elihu 1845-1937, American cabinet member and diplomat, b. Clinton, N.Y. Admitted to the bar in 1867, he practiced law in New York City, became prominent in Republican politics, and was appointed (1883) U.S. attorney of the southern district of New York. He soon returned (1885) to his private practice, in which he gained distinction as a corporation lawyer. As U.S. Secretary of War (1899-1904) under Presidents William McKinley and Theodore Roosevelt, Root improved the efficiency of the War Dept., made drastic reforms in the organization of the army, introduced the principle of the general staff, and established the Army War College. He helped direct U.S. policy in the areas acquired as a result of the Spanish-American War and was largely responsible for the Platt Amendment (see under Platt, Orville Hitchcock Tweed See biographies by P. C. Jessup (1938) and R. W. Leopold (1954).
