    The Nobel prizes
October is the month when the names of the Nobel prize winners are made known to the world. The winners are the people who have proved worthy to be honoured that year for their significant contributions in the fields of physics, chemistry, medicine, literature and work for peace. In addition, a Nobel memorial prize was established in 1968 The Bank of Sweden Prize in Economic Sciences in Memory of Alfred Nobel. Since 1969, this prize has been awarded at the same time as the five Nobel Prizes. Many other similar prizes are of course given by other institutions all over the world, but the Nobel prizes have maintained a unique position since the first one was awarded in 1901. There are many reasons for this, but probably one of the most important is the general trust in the thoroughness of the investigations and deliberations undertaken by highly qualified persons before each award is made. In his will of 1895 Alfred Nobel stipulated that the scientific prizes and the prize for literature should be awarded by Swedish institutions. But the decision regarding the peace prize he left to a committee appointed by the Norwegian parliament, the Storting.

    122-Root Glen
R oot Glen is a wooded garden and nature trails located off College Hill Road, Town of Kirkland, between the north and south campuses of Hamilton College. The glen is the result of four generations of the Root family, known for their diplomacy, art collecting, scholarship and philanthropy. Oren Root bought the building adjacent to the glen, which he named The Homestead, in 1850. He and his wife cleared the sheep pasture around the house and planted trees, shrubs and flowers. Oren's son, Elihu, a Nobel Peace Prize winner, Secretary of War, Secretary of State and U.S. senator, continued the care of the gardens. His son, Edward, and his wife, Grace, took over the duties in 1937. Edward Root was especially interested in hybridizing daffodils and iris; among his goals were producing a true red and true blue in his iris hybrids. The gardens and ravine contain some 65 species of trees, scores of varieties of annuals and perennials, and plantings. As does any garden, the scenery changes from month to month. June blooms include primroses, poppies, iris, foxgloves, bachelor-buttons and mountain laurel. The newest addition was in 1996 with creation of the Grant Garden which features a collection of tree peonies. Nearby is the largest Norway Spruce in the United States.

    The Early Years
Theodore Roosevelt was born in New York City. Roosevelt was a sickly child who suffered from asthma. He developed an early interest in wildlife, and as a child hoped to become a zoologist. He traveled extensively with his family and as he was too sick as a child to go to school, he was taught by private tutors. In 1875, at the age of 17, Teddy Roosevelt took and passed the Harvard entrance exam. He began his studies the next year. A year after graduating from Harvard and beginning Columbia Law School, Roosevelt left school to run for the New York State Senate. He won and served for two years. After this, Roosevelt worked as a cattle rancher in the Dakota Territory for two years and was for a short period a Deputy Sheriff of Billings County. From 1889 to 1895 Roosevelt served on the Commission of the US Civil Service. He vigorously worked to insure strict enforcement of the Civil Service laws. From 1895-1897, Roosevelt served as President of the New York City Police Board. From 1897 to 1898 Roosevelt served as the Assistant Secretary of the Navy. He was a strong supporter of the war with Spain. When the war began, Roosevelt resigned his post to become Commander of the US Volunteer Cavalry Regiment, otherwise known as the "Rough Riders." He led a charge up San Juan hill and became famous throughout America.

    HISTORY of the
    AMERICAN SOCIETY OF INTERNATIONAL LAW:
    THE FIRST NINETY YEARS
    By Frederic L. Kirgis
Secretary of the American Society of International Law
The American Society of International Law was primarily an outgrowth of the 19 th century American peace movement. Within the ranks of the peace movement was a group of "legalists": lawyers who took it almost as an article of faith that international arbitration could take the place of what they saw as the European war system for settling disputes between nation-states. What was needed, they thought, was a permanent international arbitral system with arbitrators who would apply codified rules of international law as a substitute for the use of force to settle international disputes, much as judges in domestic court systems applied rules of domestic law as an alternative to violent "settlement" of disputes between individuals.
James Brown Scott, the guiding force behind the formation of the Society, was a fervent believer in the basic precepts of the peace movement, if not in all the ideas of some of its adherents. With several other prominent "legalists" who participated in the annual Lake Mohonk conferences on international arbitration in the late 19th and early 20 th Professor Kirgis is completing the first comprehensive history of the American Society of International Law. It will contain a rich assortment of information about how the Society and its programs have contributed to the intellectual and diplomatic history of the United States. ASIL's first ninety years will provide a source of accurate information about the Society's activities and will set the stage for understanding an American approach to international law in the 21st Century.
