Because of nuclear warheads, the future of the human race cannot be guaranteed. Our species is now an endangered species." He reminded a generation that has seen the passing of the cold war that humanity has, in the past, come within a hair of nuclear war. "On several occasions, we came close to the actual use (of nuclear missiles). I'll never forget one of them, the Cuban missile crisis, in which the human race's fate depended on the decisions of one man. Thankfully, (Soviet president) Khrushchev was a sane man. We might not be so lucky the next time." Rotblat is a co-founder and former president of the Pugwash Conferences on Science and World Affairs. Pugwash conferences are held annually to examine the dangers of armed conflict. Scientists are asked to examine the ethical issues raised by their work. Pugwash conferences have been credited with inspiring, among other initiatives, the Nuclear Non-Proliferation Treaty of 1968, the Biological Weapons Treaty of 1972 and the Chemical Weapons Convention of 1993. International Network of Engineers and Scientists Against Proliferation Bulletin 20 - News Open Letter by Sir Joseph Rotblat Sir Joseph Rotblat , recipient of the 1995 Nobel Peace Prize, has sent the following Open Letter to the University of California Community. He asks the students, faculty and staff of the University to "raise your voices and demand that the University get out of the business of making weapons of mass destruction". Dear Students, Faculty and Staff of the UC Community: My name is Joseph Rotblat. I am 93 years old. I worked as a scientist on the Manhattan Project to create the atomic bomb. I resigned from this project in late 1944 when I realized that the Germans would not succeed in creating their own atomic weapons and therefore the Allied powers would not need these weapons to deter the Germans. Since that time I have worked for a world free of nuclear weapons. In 1955, I was one of 11 signatories of the Russell-Einstein Manifesto warning humanity about growing nuclear dangers. In 1957, I was a founder of the Pugwash Conferences on Science and World Affairs. In 1995, I received the Nobel Prize for Peace along with Pugwash for our efforts to rid the world of nuclear weapons. I am writing to ask you to take a great step forward for humanity by disassociating your great University from the oversight and management of the US nuclear weapons laboratories. For more than 50 years, the UC system has provided respectability to these laboratories that carry out research, develop and test nuclear weapons that could destroy civilization and probably the human species.

August 2, 2002 Hiroshima and Nagasaki: H-bomb legacy still threatens world security By Joseph Rotblat On this 57th anniversary of the bombing of Hiroshima and Nagasaki, we have to look reality in its ugly face. The drive for the elimination of nuclear weapons is going very badly, and the use of these weapons may become a routine part of military strategy, according to President Bush's recently disclosed Nuclear Posture Review. Bush's readiness to use nuclear weapons is but an egregious expression of the nuclear deterrence policy that has been pursued covertly by the United States ever since, or even before, Hiroshima and Nagasaki. The scientists in the United Kingdom who initiated the research myself among them were humanitarian scientists. The thought of working on a weapon of mass destruction would have been abhorrent to us in normal circumstances. But the circumstances were not normal: We knew that a war was imminent, a war between democracy and the worst type of totalitarianism. We were afraid that if the bomb were developed in Germany, it would enable Adolf Hitler to win the war and impose on the world the evil Nazi regime. We thought that the only way to prevent this from happening would be for us the Western Allies also to have the bomb and threaten its use in retaliation.

The program committee of the 1996 INES Conference met in Amsterdam, which also will be the site of the conference, during October 28-29. The meeting, chaired by Philip B. Smith and Armin Tenner, decided to go ahead with the conference, as committments to funding had reached a threshold level. The funds allocated so far cover only the plenary events with some support of the organizational tasks. Most of the workshops have to be self-supporting. Further fundraising activities are under way. The Amsterdam Congress will be the first large-scale meeting of the INES Network since the Berlin Congress of 1991. Let us all join in the efforts to make it a resounding success! IMPORTANT REQUEST All personal members and INES member organisations are asked to take an active role in announcing the Amsterdam Congress to colleagues and professional circles. We suggest three ways: 1. You can copy and distribute the Congress announcement on your own (preferred). 2. The Nobel Peace Prize for 1995 Text of the citation by the Norwegian Nobel Committee honouring Joseph Rotblat and the Pugwash Conferences on Science and World Affairs: The Norwegian Nobel Committee has decided to award the Nobel Peace Prize for 1995, in two equal parts, to Joseph Rotblat and to the Pugwash Conferences on Science and World Affairs , for their efforts to diminish the part played by nuclear arms in international politics and, in the longer run, to eliminate such arms. It is fifty years this year since the two atomic bombs were dropped on Hiroshima and Nagasaki, and forty years since the issuing of the Russell-Einstein Manifesto. The Manifesto laid the foundations for the Pugwash Conferences which have maintained a high level of activity to this day. Joseph Rotblat was one of the eleven scientists behind the Manifesto and has since been the most important figure in the Pugwash work. The Conferences are based on the recognition of the responsibility of scientists for their inventions. They have underlined the catastrophic consequences of the use of the new weapons. They have brought together scientists and decision-makers to collaborate across political divides on constructive proposals for reducing the nuclear threat.
