On March 7, 1995, the Asylum Office in Anaheim, California, of the Immigration and Naturalization Service (INS) sent a letter of intent denying Hesham Mohamed Ali Hedayet, an Egyptian national, his application for asylum in the United States. The denial letter mentioned Hedayet’s saying he signed documents in Egypt admitting his membership in an Egyptian group which the asylum officer spelled “Gamatt El Islamaia,” as well as his having admitted an intention to overthrow the government of Egypt. To be sure, Hedayet informed his U.S. asylum officer that the Egyptian police had compelled him to make these false confessions. Mention of Hedayet’s possible membership in “Gamatt El Islamaia” did not stand out in the INS denial letter, nor was it the basis of any further research or action by the INS or American law enforcement agencies. Hedayet’s case was completely routine, meaning that he was in effect permitted to disappear from the INS’s supervision, and it then made no special effort to find him. So lacking in urgency was his deportation that when the INS found its letters to Hedayet returned unopened, it appears to have let matters go at that. Worse, the INS extended Hedayet’s employment authorization on June 11, 1996, even as it supposedly was deporting him from the country.

Psalm 37:30-31 ISRAEL REFUSES TO BOW TO BRITISH/EUROPEAN PRESSURE Israel on Wednesday stuck with its decision to bar a Palestinian delegation from attending a London peace conference, despite protests by Britain the European Union and criticism at home that the move is shortsighted and counterproductive. Israel rebuffed an appeal by British Prime Minister Tony Blair to reconsider the ban, souring Israel's relations with the European nation that has been most sympathetic to Israel during more than two years of Mideast fighting. Two Israeli newspapers reported that a letter from Blair to Sharon, asking him again to rescind the decision, would be delivered later Wednesday. "Even between friends there are sometimes disagreements," said Israeli Foreign Ministry spokesman Jonathan Peled. "Britain is a friend of Israel's and Tony Blair is a friend of Israel's and we have no interest in entering a conflict with the British." On Tuesday, Blair - who sponsored the conference - appealed to his Israeli counterpart, Ariel Sharon, to reverse the ban, which was a response to Sunday's suicide bombing that killed 22 people in Tel Aviv. The Israeli move will almost certainly scuttle the planned conference, which was to have focused a possible truce and on reforming the Palestinian Authority. Foreign ministers of Britain, Greece, Jordan, Saudi Arabia were also to have attended the discussions, but Israel was not invited.

    He graduated from the Royal Military Academy in Cairo, 1938.
    Freedom fighter, imprisoned several times, 1942-48.
    Fought in four wars: 1948, 1956, 1967, and 1973. 1952, participated in the Revolution as one of the Free Officers 1969 became vice-president of Egypt for the second time. 1970 through 1981, Sadat was the President of Egypt. 1972, freed Egypt of the Russian influence. 1973 launched a victorious war against Israel to liberate Egypt's land. 1974, started massive economic, social and political reforms in Egypt 1977, initiated the Egyptian Israeli negotiations for peace
    and Won the Nobel Prize for Peace. 1979, signed the Egyptian Israeli Peace Treaty (Camp David). 1981, was assassinated by a group of militant fanatics on October 6.
