Dr. Oscar Arias Sanchez, Nobel Peace Prize Winner, 1987 and former president of Costa Rica, will speak on "One Man's Vision for Peace" at the University of Richmond on March 23 at 7:30 p.m. in the Alice Jepson Theatre of the Modlin Center for the Arts. Unrest and uncertainty enveloped Central America when Dr. Arias took the oath of office as president of Costa Rica in 1986. On the day of his inauguration, Arias met with nine Latin American presidents and demanded the liberties of democracy for all. In 1987, he drafted what became the Arias Peace Plan, for which he was awarded the Nobel Peace Prize. With Nobel Prize monies, he created the Arias Foundation for Peace and Human Progress, devoted to diversity and peace in the developing world. Championing such issues as human development, democracy, and demilitarization, he has traveled the globe spreading a message of peace and applying the lessons garnered from the Central American Peace Process to topics of current global debate. Dr. Arias's talk is part of the Jepson Leadership Forum sponsored by the Jepson School of Leadership Studies and is also part of the "Transitions to Democracy" forum series. Seating will be on a first-come, first served basis. This event is free and open to the public.

Ladies and Gentlemen, Dear friends, The economic integration process in our Hemisphere must be designed while drawing on the lessons of nearly two centuries of political relations between our peoples, always united, despite their diversity, around aspirations and principles of justice and democracy. However, the American nations must not ignore the lessons bestowed upon humanity by the two greatest integrationist experiments of our century: the now vanished Soviet Union and the ever more vigorous European Union. The basic common element in these two political experiences is a process of economic integration accompanied by profound political and social transformations. In the former case, there was a pretension of arriving, in the long term, at an egalitarian democracy, which was belied from the outset by the ignoring of fundamental freedoms, the violation of human rights and the militarization of society. In the latter case, the success of economic integration was the result of certain commitments with regard to peace, democracy and social justice, reasonably respected by the Western European societies. While the Soviet integrationist attempt, condemned to failure, as we have seen, was based upon the totalitarian indoctrination of its societies, the European Union rigorously closed its doors to the countries governed by antidemocratic regimes. In this contrast, one can see evidence that the strengthening of democracy is a sine qua non condition for an economic integration process to succeed and to have the possibility of attaining permanence. Such a strengthening depends, in turn, on political system's ability to face the challenges of fighting against poverty, inequality and violence, which are among the most urgent for the majority of the countries of our Hemisphere.

    Oscar Arias Sanchez (1941)
    L'ancien président du Costa Rica, Oscar Arias, a joué un rôle prépondérant dans l'établissement de la paix en Amérique Centrale et dans la démilitarisation de la région. Ses positions et son engagement exemplaires en faveur de la paix, qui lui ont valu de multiples doctorats honorifiques et prix internationaux, ont fait de lui une référence morale incontournable.
    Professeur de sciences politiques, ministre et député du Costa Rica en 1978, il devient le Secrétaire général du parti de libération nationale. Quelques mois avant son élection à la présidence de la République, il se rend dans les pays d'Amérique centrale et latine, invite personnellement les chefs d'état et demande que soit formée une alliance continentale en faveur de la démocratie. Il soumet donc aux participants un plan de paix qui sera signé en août 1987, l'année où ses efforts sont récompensés par le prix Nobel de la Paix. Aussitôt, Arias se lance dans la création d'une Fondation pour la paix et le progrès humain destinée, notamment, à œuvrer en faveur de la démilitarisation, de la résolution des conflits dans les pays en voie de développement et de la condition féminine en Amérique centrale.
    La stratégie politique d'Oscar Arias repose essentiellement sur l'idée que la mondialisation doit s'accompagner d'une nouvelle approche éthique basée sur des valeurs universelles telles que la nécessité de « servir les autres ». L'état se doit, dit-il, de redistribuer les richesses au profit des plus nécessiteux et d'exercer la fonction éducative qui lui incombe. Il exhorte ainsi les gouvernements de la région et des pays en voie de développement à suivre l'exemple du Costa Rica : allouer les ressources investies dans les dépenses militaires, qu'il qualifie d'ailleurs de « pire perversion des priorités mondiales », dans le développement humain, économique et social. « Certains pensent que nous sommes vulnérables parce que nous n'avons pas d'armée. C'est exactement le contraire. C'est parce que nous n'avons pas d'armée que nous sommes forts », explique Arias ajoutant que la paix est avant tout « un mode de vie, une façon de résoudre les problèmes et de régler les conflits ».

Work History: * Professor of Political Science at the university of Costa Rica. * Head of Costa Rica's Central Bank. * Activist with the Partido de Liberacion National (PLN), one of the two major parties in Costa Rica. * 1972-77 served with distinction as minister of national planning and political economy. * 1979 elected General Secretary of PLN, the party's highest position. * 1984 nominated as presidential candidate for PLN. * 1986 elected president of Costa Rica. * Soon after election, met with other presidents of Central American nations to end war. Dr. Arias would use Costa Rica as "moral authority" by disbanding the country's military. * Also before assuming presidency, Dr. Arias met with nine other Latin American presidents in San Jose to discuss a "Continental Alliance in Defense of Democracy and Freedom;" this included:
    * Every Central American may enjoy a guarantee of social and economic democracy.

    Former President of Costa Rica
    Former president of Costa Rica and 1987 Nobel Peace laureate, Oscar Arias holds international stature as a spokesperson for the Third World. Championing such issues as human development, democracy, and demilitarization, he has traveled the globe spreading a message of peace and applying the lessons garnered from the Central American Peace Process to topics of current global debate. The New York Times reported that Oscar Arias' "... positions on Central American issues have become the standards by which many people in Congress and elsewhere have come to judge United States policy." In a similar way, he has come to take a leading position in international discourse. Dr. Arias was born in Heredia, Costa Rica, in 1940. He studied Law and Economics at the University of Costa Rica. His thesis, Grupos de Presión en Costa Rica (Pressure Groups in Costa Rica) earned him the 1971 National Essay Prize. In 1974, he received a doctoral degree in Political Science at the University of Essex, England. After serving as Professor of Political Science at the University of Costa Rica, Dr. Arias was appointed Costa Rican Minister of Planning and Economic Policy. He won a seat in Congress in 1978 and was elected secretary-general of the National Liberation Party in 1981. In 1986, Oscar Arias was elected president of Costa Rica. In 1987, President Arias drafted a peace plan to end the regional crisis. Widely recognized as the Arias Peace Plan, his initiative culminated in the signing of the Esquipulas II Accords, or the Procedure to Establish a Firm and Lasting Peace in Central America, by all the Central American presidents in 1987. In that same year he was awarded the Nobel Peace Prize.

    WHAT: This lecture is the fourth in a national series: Human Rights: The Unfinished Agenda for the New Millennium , commemorating the 50th Anniversary of the Universal Declaration of Human Rights (1948-1998). The series is sponsored by the Eleanor Roosevelt Center at Val-Kill (ERVK), based at Mrs. Roosevelt's home in Hyde Park, New York. ERVK is dedicated to the perpetuation of her humanitarian legacy, including her leadership in the adoption of the Universal Declaration of Human Rights by the United Nations General Assembly on December 10, 1948. The preliminary drafts were prepared in meetings held at Hunter College in 1946.

    Arias Sanchez, Oscar 1941-, president of Costa Rica (1986-90). He was financial adviser to the president (1970-72), minister of national planning (1972-77), and congressman (1978-82). As president, he attempted to address Costa Rica's massive economic problems; his chief concern, however, was to work for the restoration of peace in Central America. Intent on preserving his nation's historic role as a neutral and demilitarized country, he opposed the previous administration's policy of allowing U.S.-backed Nicaraguan contras to operate from Costa Rican territory. In 1987, he led a regional peace initiative that called for a ceasefire, the granting of amnesty to political prisoners and the holding of free and democratic elections in each of the Central American countries. In 1987, he was awarded the Nobel Peace Prize.

    LAWRENCE A 1987 Nobel Peace Prize winner and the author of "The Population Bomb" both will be speaking at the University of Kansas April 1 and 2. Former Costa Rican President Oscar Arias Sanchez, Nobel prize winner, and Paul Ehrlich, author and prize-winning biologist, are participating in KU's symposium on "Costa Rica: Democracy, Environment and Peace," April 1 to 3. Arias, president of Costa Rica from 1986 to 1990, received a Nobel peace prize for promoting peace in Central America. He will speak at 8 p.m. Thursday, April 1, in Budig Hall. Ehrlich, the Bing professor of human biology at Stanford University, will speak at 8 p.m. Friday, April 2, in Budig Hall. Both speeches are free and open to the public. The symposium commemorates a more than 40-year exchange of scholars between the University of Costa Rica in San Jose and KU, said Charles Lee Stansifer, KU professor of history and chair of the symposium's planning committee. The two universities have the oldest surviving cultural exchange agreement between U.S. and Latin American universities in the Western hemisphere. "We will have about 24 scholars exploring the reputation Costa Rica enjoys for success in three important areas: democracy, preservation of the environment and conflict resolution," Stansifer said.
