Oscar Arias Sánchez is President and Founder of the Fundación Arias para el Paz y el Progreso Humano. A former President of Costa Rica and the 1987 Nobel Peace Laureate, Oscar Arias holds international stature as a spokesperson for the Third World. Championing such issues as human development, democracy, and demilitarization, he has traveled the globe spreading a message of peace and applying the lessons garnered from the Central American Peace Process to topics of current global debate. He has received many honorary degrees from prestigious education institutions, won several awards from various organizations, and participated in a number of international organizations, many in which he is still actively involved. In 1988, Arias used the monetary award from the Nobel Peace prize to establish the Arias Foundation for Peace and Human Progress. Under the auspices of the Foundation, three programs were established: the Center for Human Progress to promote equal opportunities for women in all sectors of Central American society; the Center for Philanthropy to foster change-oriented philanthropy in Latin America; and the Center for Peace and Reconciliation to work for demilitarization and conflict resolution in the developing world. Mise à jour le mercredi 26 septembre 2001, 16 h 17 . Cinq Prix Nobel contre la guerre en Afghanistan Cinq Prix Nobel se sont prononcés une guerre en Afghanistan. Deux Prix Nobel de la paix, le Sud-Africain Desmond Tutu et l'ancien président du Costa-Rica Oscar Arias Sanchez, et trois Prix Nobel de littérature, la Sud-Africaine Nadine Gordimer, l'Allemand Guenter Grass et l'Italien Dario Fo, mettent en garde les États-Unis contre une escalade de la violence, précise le communiqué. «Il est certain qu'une telle guerre entraînerait la vengeance», déclare l'ancien symbole de la lutte contre l'apartheid Desmond Tutu. Ce sentiment est repris par Nadine Gordimer, pour qui les guerres créent seulement de nouveaux problèmes, de nouvelles frontières et de nouveaux déplacements de populations. «Lorsque l'on s'engage pour la paix, et que l'on critique la responsabilité de l'Occident dans cette situation, on est considéré comme engagé aux côtés des terroristes», déplore l'Italien Dario Fo. Oscar Arias Sanchez préconise pour sa part un engagement social important des nations industrialisées pour lutter contre le terrorisme. Il appele les pays industrialisés à «montrer davantage de responsabilité pour les pays qui n'ont pas encore réussi à vaincre leur sous-développement et leur pauvreté». Enfin l'Allemand Guenter Grass refuse que les représailles soient un motif pour mener une guerre en Afghanistan. Ce dernier avait mis en garde contre une riposte militaire en Afghanistan, estimant que cela pourrait devenir «un deuxième Vietnam». «L'amitié avec les États-Unis, c'est aussi leur barrer le chemin quand il sont sur le point de faire une erreur», a-t-il dit.

WHAT WOULD NOBEL Peace Prize laureates have to say about spiritual evolution? How would these warriors for peace, these pragmatic idealists, describe humanity's next evolutionary step? Does their vision of the transformation of the world involve a spiritual dimension?
Last winter, WIE journeyed to the pristine wintry city of Oslo, Norway, for the Nobel Peace Prize Centennial Symposium to ask some of the twentieth century's most extraordinary freedom fighters about humanity's path to a prosperous and peaceful future. However, as thirty of the thirty-nine living peace laureates arrived for three days of discussion about "The Conflicts of the Twentieth Century and the Solutions for the Twenty-First Century," the realities of a world far from peace closed in. Rooftop snipers stood alert in key locations surrounding the converted ski chalet, site of the conference events. F-16 fighter jets crouched in their hangars on high alert. Throughout the city, armed police and canine patrols paced the streets in case Osama Bin Laden's threats became terrifying reality. The precariousness of world peace and the fragility of life, in particular the lives of these great world figures, hung in the crisp northern air.

I Statement by Dr. Oscar Arias,
Former President of Costa Rica and 1987 Nobel Peace Laureate

October 11, 2001 I know that many of the people of the United States believe in working for peace, but have difficult questions in their hearts today. How do we stop terrorism? How can we prevent another attack from happening? How will we know when we are safe again? How do we achieve justice for the horrible thing that was done to us? I'm afraid that there are no easy answers to these questions. The government, and the people, of the United States are in an extremely delicate position at this time. They are struggling to find a response that will stop the evil of terrorism, but without repeating that same evil: without killing even more innocents. The greatest danger I see is this: that people will begin to welcome violence into their hearts, and in this way diminish their own souls. While I believe that actions such as those carried out by terrorists on September 11 must be responded to, I believe it is vital that Americans not allow themselves to be overtaken with a thirst for revenge. Whether or not we subscribe to any religion, and whichever faith has shaped the culture that we live in, let us all remember the importance of working together as a human race for the survival of our planet, and for its lasting peace.

was born in 1941. After studying in the United States, he read law and economics at the University of Costa Rica in the capital, San Jose. As a student he engaged actively in the work of the National Liberation Party. Having completed his degree, he went on to take a doctorate in England, with a thesis on the subject of " Who rules Costa Rica? " He is the author of a number of books and articles on political and historical subjects.
Arias embarked on his political career in earnest in 1970, as assistant to Jose Figueres, a former President who was again seeking election. When Figueres was elected in 1972, Arias was given a seat in the government as Minister of National Planning and Political Economy. In 1975 his party elected him International Secretary and in 1979, General Secretary. He represented the party at several Socialist International congresses.

Oscar Arias Sanchez The Former Costa Rican President and Nobel Peace Prize Laureate who brought Peace to Central America Oscar Arias Sanchez was born into a prominent coffee-growing family in 1941. In contrast to the Costa Rican village in which he grew up, he completed his secondary education in the United States. On his return, he read law and economics at the University of Costa Rica, his thesis on 'Pressure Groups in Costa Rica' earning him a national prize. Having completed his degree, he went on to take a doctorate in political science in England, with a thesis on the subject of "Who rules Costa Rica?" Having completed his term of office in 1990, Dr Arias now has the rare satisfaction of knowing that he delivered on his election promises. Under his leadership, the economy thrived; Costa Rica was the richest country with the highest standard of living in the region. The gross national product increased by an average of 5% and the unemployment rate of 3.4% was the lowest in the hemisphere. There was also a strong social welfare programme, which, again following his election promise, included an initiative to provide housing to the poor.

1987 Nobel Peace Laureate "Peace is a process which never ends," Oscar Arias Sánchez once said. "It is the result of innumerable decisions made by many persons in many lands. It is an attitude, a way of life, a way of solving problems and of resolving conf licts. It cannot be forced on the smallest nation, nor can it be imposed by the largest. It can neither ignore our differences nor overlook our common interests. It requires us to work and live together." Arias speaks from experience. As the man who helped bring peace to a conflict-ridden Central America, he has earned the respect of many for his consensus-building ability. By the time Arias became president of Costa Rica in 1986, Central America had experienced great regional turmoil for many years. Government armies and civilian guerrilla groups in El Salvador, Guatemala, and Nicaragua were waging wars that had led to t he exile, torture, imprisonment, and death of countless people. Concerned about these and other events, leaders in Mexico, Venezuela, Colombia, and Panama drafted the Contadora peace plan for Central America in 1983. Unfortunately, despite initial support from the five Central American countries it was intended to help, fundamental differences in interpreting the plan kept it from succeeding.

Arias was born into a family who had been involved in the coffee making business and politics for many generations. As a child he attended private schools in Heredia. Later, he went to the University of Costa Rica, where he studied law and economics. While he was attending school he also became a member of the PLN (National Liberation Party). Here he became loyal to the idea of social equity and anti-militarism. After his schooling at the University of Costa Rica he did some traveling and ended up in England. Here he went to the University of Essex and London's School of Economics. By age thirty, Oscar was a highly educated, extremely well -traveled, and a published political thinker and activist. In 1972 he was named Minister of National Planning and Political Economy on the cabinet of Pepe Figueres. In 1973 Oscar was married to Margarita Penon Gongora, with whom he had his daughter, Silvia Euginia.

The world has witnessed this many times in the past two decades, yet "the commerce of death" continues to flourish, endangering people all over the earth. In fact, the five permanent Security Council member nations-those entrusted with guaranteeing world security-are the primary dealers in arms to the developing world. This is why the American Friends Service Committee is joining Oscar Arias Sanchez and thirteen other Nobel Peace Prize laureates in calling for an International Code of Conduct on Arms Transfers. This initiative comes during the AFSC's celebration of the 50th anniversary of receiving the Nobel Peace Prize on behalf of the Religious Society of Friends, along with Friends Service Council (London). "The International Code of Conduct on Arms Transfers is necessary," said Oscar Arias, former president of Costa Rica, "because the poor of the world are crying out for schools and doctors, not guns and generals." Arias convened the fifteen laureates in New York City in May of this year for a ceremonial signing of the Code. Rep. Cynthia McKinney (D-Ga.) was opening speaker and master of ceremonies. She told the laureates and audience, "We have had enough of the excuses of governments that sell arms to repressive regimes." She and Rep. Dana Rohrabacher (R-Calif.) sponsored the U.S. Code of Conduct on arms transfers, which, after a five-year struggle, was unanimously adopted by the House of Representatives on June 10.

AMHERST, MA Amherst College has been chosen as the site for a PeaceJam Youth Conference to be held on January 11-12, 1997, hosted by former Costa Rican President and Nobel Peace Prize Laureate Oscar Arias. The conference, based on the theme of "Guns, Violence, and the International Arms Trade," will present to youth a once-in-a-lifetime opportunity to meet with and learn from a Nobel Peace Prize Laureate.
The focus of the Amherst College event will be on nonviolence, using the examples of Costa Rica, Central America, and Dr. Arias' efforts to attain peace not only in his own region, but internationally. Dr. Arias was essential to the peace process in Central America and through his efforts, has been able to influence international policy towards the weapons trade. He presently runs a philanthropic foundation, the Arias Foundation for Peace and Human Progress, that promotes peace and disarmament in Central America and the world. High school and college students throughout Massachusetts have been selected to participate in this innovative program.
Massachusetts students are now studying an extensive curriculum and developing a project proposal to deal with the issue of violence in their own communities, which will then be presented at the conference to President Arias and to other community leaders. After the conference, students will return to their own communities to launch their community service projects.

A Peace Perspective on Population and Environment: People Before Weapons

The address by Dr. Oscar Arias is the second in the International Lecture Series on Population Issues sponsored by the Population Program of the John D. and Catherine T. MacArthur Foundation. The lecture series addresses critical issues in population and development that the world will confront in coming years. Concurrent with the lecture in Mexico City, the Foundation announced its fourth round of leadership grants in Mexico, supporting eight individuals working on population issues in that nation. The grants were awarded through the Population Program's Fund for Leadership Development. The fund also supports work in Brazil, India, and Nigeria. The Fund for Leadership Development in Mexico is a collaboration with the Foundation's World Environment and Resources Program. It places significant emphasis on an appreciation of the country's cultural and ethnic diversity, and the recognition of diversity in its expectations of leadership. It encourages especially the emergence of female leadership. The inaugural lecture in January 1995 marked the announcement of the annual leadership awards in Nigeria. Other lectures in the series will mark the announcement of the awards in Brazil and India.

IUPUI has been voted one of the top universities in the country as having excellent first year programs for students. The award, Excellence in the First College Year, was given to 12 out of 130 campuses nationwide. Higher education experts who evaluated the universities based their decision on, among other things, an intentional, comprehensive approach to first-year student education; continuous improvement; and an involvement of a broad range of faculty and student affairs professionals. This is the second time in two weeks that IUPUI has received high marks for its programs. Recently, U.S. News and World Report ranked IUPUI's service learning and learning community programs among the highest in the country.
Nobel Peace Laureate Oscar Arias Sanchez will deliver a speech about global justice and health at IUPUI Sept. 26. Sanchez, former president of Costa Rica, is an advocate for human development, democracy and demilitarization. He received the Nobel Prize for his plan for the 1987 Central American peace accord which helped bring "stability and peace to a region long torn by strife and civil war." Sanchez used his Nobel prize money to create the Foundation for Peace and Human Progress in Central America.
