NATIONAL/FOREIGN WASHINGTON The United Nations peace-keeping forces have won the 1988 Nobel Peace Prize, the award committee announced in Oslo yesterday. The committee chairman, Egil Aarvik, said the UN forces have made "a decisive contribution" to peace around the world, and the award citation noted that they have done so "under extremely difficult conditions." In New York, UN Secretary General Javier Perez de Cuellar told the General Assembly, "The award is a tribute to the idealism of all who have served this organization and in particular to the valor and sacrifice of those who have contributed, and continue to contribute, to our peace-keeping operations." Since 1948, about 500,000 UN personnel from 58 nations have been involved in the peace-keeping forces. UN spokesmen say 733 persons have been killed over the years. Rumors had circulated in recent months that the Peace Prize might go to President Reagan and Mikhail S. Gorbachev, the Soviet leader, who last

NATIONAL/FOREIGN JERUSALEM United Nations forces in the Middle East reacted joyfully yesterday to the news that UN peace-keeping forces were awarded the Nobel Peace Prize. "We just shared a bottle of wine," said a delighted Tony French, an Australian who is spokesman for the UN Truce Supervision Organization in Jerusalem. "We can't drink, we can't congregate, but we are very pleased," said Timur Goksel, veteran spokesman for the UN Interim Force in Lebanon. "This is a welcome and very strong encouragement to all those men and women who serve" in peace-keeping forces, said Martin Vadset, a Norwegian who is the UNTSO chief of staff. Vadset said he thought it would take two days for his Jerusalem headquarters to inform all its far-flung staff members of the award and to congratulate them. "I am particularly happy to see this happen in 1988, when I believe that the United Nations has been revitalized and has been more active than in years," Vadset said.

"The Norwegian Nobel Committee has decided to award the Nobel Peace Prize for 2001, in two equal portions, to the United Nations (U.N.) and to its Secretary-General, Kofi Annan, for their work for a better organized and more peaceful world. For one hundred years, the Norwegian Nobel Committee has sought to strengthen organized cooperation between states. The end of the cold war has at last made it possible for the U.N. to perform more fully the part it was originally intended to play. Today the organization is at the forefront of efforts to achieve peace and security in the world, and of the international mobilization aimed at meeting the world's economic, social and environmental challenges.
Kofi Annan has devoted almost his entire working life to the U.N. As Secretary-General, he has been pre-eminent in bringing new life to the organization. While clearly underlining the U.N.'s traditional responsibility for peace and security, he has also emphasized its obligations with regard to human rights. He has risen to such new challenges as HIV/AIDS and international terrorism, and brought about more efficient utilization of the U.N.'s modest resources. In an organization that can hardly become more than its members permit, he has made clear that sovereignty can not be a shield behind which member states conceal their violations.

The United Nations was established in the aftermath of a devastating war to help stabilize international relations and give peace a more secure foundation. Amid the threat of nuclear war and seemingly endless regional conflicts, peace-keeping has become an overriding concern of the United Nations. In the process, the activities of blue-helmeted peace-keepers have emerged as the most visible role associated with the world organization. The United Nations, however, is much more than a peace-keeper and forum for conflict resolution. Often without attracting attention, the United Nations and its family of agencies are engaged in a vast array of work that touches every aspect of people's lives around the world. Child survival and development. Environmental protection. Human rights. Health and medical research. Alleviation of poverty and economic development. Agricultural development and fisheries. Education. Family planning. Emergency and disaster relief. Air and sea travel. Peaceful uses of atomic energy. Labour and workers' rights. The list goes on. Here, in brief, is a sampling of what the United Nations organizations have accomplished since 1945 when the world organization was founded.
  • Maintaining peace and security - By having deployed a total of 42 peace-keeping forces and observer missions as of September 1996, the United Nations has been able to restore calm to allow the negotiating process to go forward while saving millions of people from becoming casualties of conflicts. There are presently 16 active peace-keeping forces in operation.

    The United Nations Peace-keeping Forces are employed by the World Organizaton to maintain or re-establish peace in an area of armed conflict. The UN may engage in conflicts between states as well as in struggles within states. The UN acts as an impartial third party in order to prepare the ground for a settlement of the issues that have provoked armed conflict. If it proves impossible to achieve a peaceful settlement, the presence of UN forces may contribute to reducing the level of conflict.
    The UN Peace-keeping Forces may only be employed when both parties to a conflict accept their presence. Accordingly, they may also be used by the warring parties to avoid having a conflict escalate and, in the event, also to have a struggle called off.
    The Peace-keeping Forces are subordinate to the leadership of the United Nations. They are normally deployed as a consequence of a Security Council decision. However, on occasion, the initiative has been taken by the General Assembly. Operational control belongs to the Secretary-General and his secretariat.

    Chinese Blue Berets Ready for UN Peace-keeping Mission
    Chinese blue berets were ready for their United Nations peace-keeping mission in the Democratic Republic of Congo (D.R. Congo), Sr. Col. Dai Shaoan, vice director of the Peace-keeping Affairs Office of the Chinese Ministry of National Defense said in Beijing Friday.

    Chinese Peacekeeping Mission Heads for Congo Chinese blue berets were ready for their United Nations peace-keeping mission in the Democratic Republic of Congo (D.R. Congo), Sr. Col. Dai Shaoan, vice director of the Peace-keeping Affairs Office of the Chinese Ministry of National Defense said in Beijing Friday.
    Dai made the remark on China's peacekeeping efforts at a briefing for 75 defense attaches from 57 countries, who were visiting an engineering brigade of the People's Liberation Army (PLA) preparing for the mission in the D.R. Congo.
    The peace-keeping company of 175 officers and soldiers have finished their preparations, with all their engineering equipment made in China, and are waiting for the departure orders from the United Nations.
    Another 43-strong military medical team will also leave for theD.R.Congo at the same time.

    Final Statement of the Third Global Summit of Nobel Peace Laureates October 21, 2002 Rome, The 3rd World Summit of Nobel Peace Laureates was held from October 18th to 20th, 2002. It was organized by Mikhail Gorbachev and Walter Veltroni, Mayor of Rome. The participants of the 3rd World Summit of Nobel Peace Laureates refuse to accept the cynicism and despair that crushes hope and vision. They affirm strongly our common humanity and capacity to work cooperatively, informed by compassion and inspired by love. Our humanity demands this. The meeting encouraged an open exchange of opinions regarding threats to world peace, and the contradictions and instability of the current world order. The Nobel Peace Laureates participating in the meeting sought solutions to the principal challenges of our time: widespread war and violence, including international terrorism; poverty; and environmental degradation. There is an urgent need to find solutions leading to a new world order that emphasizes peace, humanity and equality. 1. Of particular concern to the participants is the increased reliance on violence and war as a primary means to resolve political disputes.     The Norwegian Nobel Committee has decided that the 1988 Nobel Peace Prize is to be awarded to the United Nations Peace-keeping Forces.
    The Peace-keeping Forces of the United Nations have, under extremely difficult conditions, contributed to reducing tensions where an armistice has been negotiated but a peace treaty has yet to be established. In situations of this kind, the UN forces represent the manifest will of the community of nations to achieve peace through negotiations, and the forces have, by their presence, made a decisive contribution towards the initiation of actual peace negotiations.
    It is the considered opinion of the Committee that the Peace-keeping Forces through their efforts have made important contributions towards the realization of one of the fundamental tenets of the United Nations. Thus, the world organization has come to play a more central part in world affairs and has been invested with increasing trust.
    The Peace-keeping Forces are recruited from among the young people of many nations, who, in keeping with their ideals, voluntarily take on a demanding and hazardous service in the cause of peace. In the opinion of the Committee, their efforts contribute in a particularly appropriate way towards the realization of the goals of the United Nations.

    From Wikipedia, the free encyclopedia. The Nobel Peace Prize is one of five Nobel Prizes bequested by the Swedish industrialist and inventor Alfred Nobel . Four of the five prizes are awarded in Stockholm each year, but Nobel had stipulated in his will that the Peace Prize could not be awarded in Sweden. Instead the Norwegian capital of Oslo was chosen as the award site and a Norwegian Nobel Prize Committee is appointed to select the laureate for the Peace Prize. According to the will of Alfred Nobel the prize should be awarded "to the person who shall have done the most or the best work for fraternity between the nations, for the abolition or reduction of standing armies and for the holding and promotion of peace congresses".
