for AIE In 1999, the world watched as East Timor, a small island North of Australia, voted for and gained their freedom from Indonesian occupation, in a UN- supervised referendum. As the referendum concluded with an overwhelming victory for independence, we watched on international television as Indonesian-trained militia and Indonesian armed forces were unleashed across the country massacring civilians, cutting power and water lines, and burning 85% of the buildings in the country, including virtually all schools and nearly all businesses. Today, under UN protection, and with a UN Transitional Administration assisting in the peaceful transition to a new government, the East Timorese people are rebuilding their nation. They have held their first democratic election an election so peaceful that families brought their children to the polling booths. They have drafted and adopted their country's first constitution, adopted their national flag and national anthem. They have just held their first ever Presidential election.

February 27, 1999 Recent images of war, famine and genocidal slaughter have forced relief agencies, U.N. institutions, and others not only to offer help but also to question as never before whether the aid ends up doing more harm than good. "The past decade's tragedies have shaken humanitarians to the core," Thomas G. Weiss, presidential professor of political science at CUNY, writes in a forthcoming issue of the Carnegie Council's journal, Ethics and International Affairs. "The mere mention of Bosnia, Somalia, Rwanda, Liberia, Afghanistan or Sierra Leone profoundly disturbs their composure. Traumas in these countries have become synonymous with the dilemmas of humanitarian action." Weiss and others acknowledge the "bright side" of relief: it can relieve suffering, build bridges among warring parties, promote economic development and enhance the protection of human rights. But Weiss also warns of the "dark side of aid," which includes sustaining a war economy, legitimizing outlaw authorities, creating refugee movements and encouraging parties to play one agency against another. Kofi Annan, the U. N. Secretary General, concedes that Western aid agencies assisted the "ethnic cleansing" in Bosnia and Herzegovina by helping targeted villagers escape before they were attacked, thereby easing the task of removing them from their homes. But he says that "saving the lives of people in jeopardy had to take precedence." Last month in Geneva he again warned of the downside of relief efforts, saying it could encourage the West not to press for reform: "Humanitarian assistance has been used as a fig leaf, hiding a lack of political will to address the root causes of conflicts." Nonetheless he insists that the scale of the suffering created "pressure for action that governments cannot ignore."

The Canadian and British armed forces have maintained their comradeship throughout the Cold War, building on traditions developed in the two world wars.They fought side by side in the Korean War, as members of the Commonwealth Division. Both countries kept their forces at a high state of readiness, to deter communist aggression inEurope and elsewhere, despite the inevitable financial pressures. They agree that well-trained fighting forces are the best instrument to confront any threats to peace and they help each other to achieve high standards. Exchange programmes between all three services enable Canadian and British officers to broaden their experience. Officers on exchange have real operational tasks - an RAF squadron leader, for example, guided the first Canadian relief flights into Sarajevo airport. The Canadian prairies provide unrivalled opportunities for British armoured units to simulate battle conditions for training.

The United Nations Peacekeeping Forces are employed by the World Organizaton to maintain or re-establish peace in an area of armed conflict. The UN may engage in conflicts between states as well as in struggles within states. The UN acts as an impartial third party in order to prepare the ground for a settlement of the issues that have provoked armed conflict. If it proves impossible to achieve a peaceful settlement, the presence of UN forces may contribute to reducing the level of conflict.
The UN Peacekeeping Forces may only be employed when both parties to a conflict accept their presence. Accordingly, they may also be used by the warring parties to avoid having a conflict escalate and, in the event, also to have a struggle called off.
The Peacekeeping Forces are subordinate to the leadership of the United Nations . They are normally deployed as a consequence of a Security Council decision. However, on occasion, the initiative has been taken by the General Assembly. Operational control belongs to the Secretary-General and his secretariat.
We distinguish between two kinds of peacekeeping operations - unarmed observer groups and lightly-armed military forces. The latter are only allowed to employ their weapons for self-defence. Altogether, 14 UN operations have been carried out. They are evenly divided between observer groups and military forces. The observer groups are concerned with gathering information for the UN about actual conditions prevailing in an area, e.g., as to whether both parties adhere to an armistice agreement. The military forces are entrusted with more extended tasks, such as keeping the parties to a conflict apart and maintaining order in an area.

United Nations Peace-keeping Peace-keepers are synonymous with the image of the UN itself, but the authors of the UN Charter made no specific arrangements for UN peace- keeping operations. They thought that disputes would be settled by traditional methods such as fact-finding, conciliation and mediation as defined in the UN Charter. If this failed, other provisions in the Charter authorized the UN to use sanctions and traditional military means to restore international peace and security. Peace-keeping has developed since the first UN Truce Supervision Operation was established in 1948. The experience of the UNFICYP operation established in Cyprus in 1964 and the second UN Emergency Force (UNEFII) set up in 1973 led to a generally accepted set of principles for the conduct of peace-keeping operations ie:

Gandhiji was nominated five times for the Nobel Peace Prize but was never awarded it. We may now know why, says VIVEK PINTO, as the embargo on the internal documents of the Norwegian Nobel Institute was lifted recently. IF there is one noun that is universally used with Mahatma Gandhi's name, it is peace. Whatever Gandhiji did in his life, whether leading India's non-violent political struggle for Swaraj; rooting the values of satya, ahimsa, satyagraha, swadeshi, aparigraha (non-possession) and sarvodaya in India's soul; restoring communal harmony and love between Hindus and Muslims during the harrowing times of the Partition in Muslim Pakistan and Hindu India in 1947, the core of his vision and praxis was the creation of a peaceful society. At public meetings and through his varied activities, Gandhiji patiently explained and illustrated to the Indian masses the essence of this peace. He did this while himself firmly holding, with consistency and rigour, the same ideal in private. Contemporaries, biographers, historians, journalists, and others give ample and eloquent testimony to this particular aspect in their writings. Gandhiji's seemingly infinite capacity to suffer for truth, non-violence and peace have made him a veritable exemplar for millennia. No price was too great for Gandhiji to pay in his struggle for peace, not even India's independence or his own life.

WASHINGTON, Sep 8 (IPS) - Nobel Peace Prize Winner Jose Ramos Horta said Wednesday the full force of the world community was needed to prevent genocide of the population in East Timor at the hands of the Inonesian army. ''Human beings around the world can still prevent the genocide from taking place by calling on the United Nations, the U.S. Congress, the administration, NATO countries, European Countries, Australia to prevent a new genocide that is going to begin in the next few hours,'' said Ramos Horta, an exiled Timorese resistance leader. He said news that the United Nations intended evacuating its staff from its beseiged compound in East Timor's capital of Dili was ''appalling.'' More than 1,000 Timorese were in the UN compound with 206 international staffers and 167 local staff members. If the United Nations left ''genocide will begin...I don't know how people around the world could ever again trust the United Nations,'' Ramos Horta said.
