A Letter from Physics Nobel Laureates
To Senators of the 106th Congress: We urge you to ratify the Comprehensive Test Ban Treaty. The United States signed and ratified the Limited Test Ban Treaty in 1963. In the years since, the nation has played a leadership role in actions to reduce nuclear risks, including the Non-Proliferation Treaty extension, the ABM Treaty, STARTs I and II, and the Comprehensive Test Ban Treaty negotiations. Fully informed technical studies have concluded that continued nuclear testing is not required to retain confidence in the safety, reliability and performance of nuclear weapons in the United States’ stockpile, provided science and technology programs necessary for stockpile stewardship are maintained. The Comprehensive Test Ban Treaty is central to future efforts to halt the spread of nuclear weapons. Ratification of the Treaty will mark an important advance in uniting the world in an effort to contain and reduce the dangers of nuclear arms. It is imperative that the CTBT be ratified.

"Education Yesterday, Education Tomorrow"
Volume 127, Number 4, Fall 1998 So why has American education changed so little in the past century? That was the question posed to DAEDALUS Redesigning Education Wilson’s challenge to us was simple: If other major American "systems" have so effectively demonstrated the ability to change, why has the education "system" been so singularly resistant to change? What might the lessons learned from other systems’ efforts to adapt and evolve have to teach us about bringing about change successful " Education Yesterday, Education Tomorrow ," the just published Fall 1998 issue of DAEDALUS , offers a number of answers to Wilson’s challenge. The issue presents several essays examining and critiquing recent and projected efforts to reform American education, including a contribution by Seymour Sarason, the noted Yale psychologist. The authors of a second group of essays describe the paths of change taken by such major American institutions as communications, agriculture, health care, and the electric power industryeach with a view to discerning what American education may yet have to learn. A final essay by Wilson and his colleague Constance Barsky offers some pointed reflections on how the development of a discipline called "change science" might make more meaningful comparisons between schools, and offers specific recommendations for a three-year effort to launch a sustained process of educational reform.

In 1990, Manilov approached consumer activist Ralph Nader, asking him to challenge Channel One and the commercial programming it pumps into schools. Three years later, Manilov and three colleagues opened the Center for Commercial-Free Public Education to help communities make informed decisions about allowing commercials in school. Commercialism in the schools plays to a captive audience, Manilov notes. And research shows that most students believe their school is actually backing the products being advertised.
