Homeowner changes could also lead to confusion at oil-delivery time. The spills typically happen in the basements of homes from overfilled tanks or through fill pipes that have no tanks attached! Other spills have occurred when oil was mistakenly dumped into septic tank vents or drinking water wells. Cleanup costs will be paid by whoever is responsible for the spill. If lawyers are involved in determining responsibility, costs will be even higher. Therefore, it is particularly important that you do what you can to prevent spills from happening: If you remove your fuel oil tank, be sure to also remove the fill pipe. Call your oil company to cancel any future deliveries. Do not put an oil cap, or anything that looks like an oil cap, on septic tank vents, drinking water wells, etc. Keep tank caps tightly sealed except when filling or emptying the tank.

The amount spilt from tankers in the seas around the EU appears to be decreasing, despite the increase in the marine transport of oil. This is possibly because of increased safety measures, resulting in part from increasing public pressure following well publicised accidents in recent years. However, the data does not include spills and discharges of below 7 tonnes from tankers and other shipping and is likely to be an underestimate because of unreported and undetected spills. Following the ERIKA accident off the coast of France in 1999, the European Commission proposed reinforcing the control of ships visiting Community ports. It also proposed banning oil tankers with a single hull (the ERIKA was such a tanker) from EU waters and applying the same timetable for phasing out single-hull tankers as was adopted in the USA after the Exxon Valdez oil spill (2005, 2010, 2015, according to tonnage).

Many oil spills are caused by human error, but there are also naturally-occurring oil spills, such as seepages from oil deposits beneath the ocean floor. According to the Environmental Protection Agency (EPA), almost 14,000 oil spills are reported each year in the United States alone. Most of these are relatively small and are cleaned up by the party responsible for the spill without attracting national headlines. Several techniques have been developed to control spill and minimize their impacts on human health and the environment. Mechanical containment or recovery is the first line of defense. Oil is physically restrained using an oil boom to keep it from spreading. Then skimmers actually remove the oil off the surface of the water. Some skimmers act as a type of vacuum cleaner, pumping the collected oil to a storage tank. Others blot the oil from the surface of the water and then have the oil squeezed out or scraped off into a recovery tank. Quick containment and recovery of spilled oil can be effective. In 1993, rupture of an oil pipeline in Virginia released 407,436 gallons of oil. This spill affected nine miles of Sugarland Run Creek as well as the Potomac River. Use of booms, skimmers, vacuum trucks, sorbents and a temporary pipeline to direct recovered oil into tanker trucks resulted in the recovery of 372,498 gallons (91%).
