As we enter the 21 st century, pollution prevention remains the law of the land impacting both private and public sector business activities. The pollution prevention professionals at AEDC develop and manage programs designed to meet the current and near-future challenge of creating and maintaining a clean environment. The foundation of AEDC’s program is preventing pollution at the source by moving away from dependence on hazardous materials. In addition to source reduction, pollution prevention advocates reusing waste products, recycling products that are unable to be reused, and purchasing recycled materials. Disposal (or other release into the environment in an environmentally safe manner) is considered only as a last resort. AEDC developed an aggressive pollution prevention program in the mid-1990s that demonstrated its commitment to environmental excellence and stewardship. The program was designed to comply with AF strategies for reduction, reuse, and recycling. AEDC has made many accomplishments in the Pollution Prevention arena. Hazardous waste generation has been reduced more than 60 percent from 1992 levels. The reduction was accomplished by installing and using a solvent distillation unit, by improving the wind tunnel cleaning process, by installing filtering systems, by material substitution, by process improvements, and by employing commercial companies to recycle batteries and fluorescent bulbs. The goal is to reduce hazardous waste generation to as near zero as possible.

Pollution prevention involves the reduction of pollution at the source, efficient use of energy, and reuse of materials to minimize or stop the generation of waste. Innovative projects in pollution prevention, waste reduction, and conservation of raw materials enabled DOE's Oak Ridge Operations (ORO) to avoid $10 million in costs in FY 1995. Home Projects Pollution Prevention Recycling of Nitrocellulose Fines Purpose: Presently, up to 2,000 pounds per day of nitrocellulose (NC) fines are generated during single and multibase propellant production operations at the Radford Army Ammunition Plant (RAAP) and discharged into the plant's waste treatment system. NC waste is a K044 hazardous waste that must be disposed of via open burning. This method of disposal is environmentally unfriendly, politically unpopular, and economically unattractive. This demonstration/validation will incorporate technologies such as conventional sedimentation, use of NC filter mats, and cross-flow filtration techniques to recover NC from various propellant unit operations for recycling and reuse. Description: Benefits: The reclamation, recycling, and reuse of valuable NC raw materials will produce a significant cost avoidance due to increased output from manufacturing lines and reduced disposal costs. Net savings of up to $1.05 million a year are expected at RAAP with a return-on-investment in less than 3 years.
