Profile of Symposium General Chairman RICHARD B. GOMEZ Dr. Gomez graduated from Bowie High School, El Paso, Texas, May 1960. He received his Bachelor's degree in physics from Texas Western College in August 1963 and his Master's degree in physics from the University of Texas at El Paso in May 1965. He joined Texas Instruments, Dallas, Texas, in June 1965. In August 1967, he returned to El Paso to work for ASL. In January 1976, he earned his Ph.D. in physics from New Mexico State University, Las Cruces, New Mexico. Dr. Gomez is actively involved in many professional activities and has published extensively in scientific journals. He is a member of the Sigma Pi Sigma Physics Honorary Society. Dr. Gomez serves on many technology panels and international technical program committees. Dr. Gomez's accomplishments gained him the cover story of the 1989 summer issue of the National Hispanic Engineer magazine. He received the 1989 Hispanic Engineer National Achievement Award as the outstanding Hispanic Engineer in the award category of "Professional Achievement". In November 1988, Bowie High School presented him with the 1988 Outstanding Ex-Student Award. That same year, he received the Commissioners Court of El Paso Country Award. In May 1987, Dr. Gomez received the Gold Nugget Award for Outstanding Alumni from the College of Sciences, University of Texas at El Paso. The city of El Paso honored him in 1979 with the Key to the City Award, recognizing him as an Honorary Citizen of the city of El Paso, Texas. Genesis of the Commission 2.1 Shri Rajiv Gandhi who was on an election campaign of his party to Tamil Nadu and which unluckily proved to be the last lap of his journey, was in a human bomb explosion at Sriperumbudur, about 40 kms from Madras (now called Chennai ), on the night of 21st May, 1991, where he was to address a public meeting. On hearing the tragic news, the Cabinet under the chairmanship of the then Prime Minister Shri Chandra Shekhar met at the early hours of 22nd May, 1991 and after adopting a condolence resolution on the sad and tragic demise of Shri Rajiv Gandhi decided that a Commission of Inquiry presided over by a Judge of the Supreme Court should be set up to go into the circumstances of the assassination of Shri Rajiv Gandhi. It was later decided that the composition and terms of reference of the Commission may be approved by the Prime Minister. The Cabinet further directed that a special investigation team be rushed to Madras. 2.3 The then Home Minister of State Shri Subodh Kant addressed a letter on 23rd May, 1991 to Mr Justice Ranganath Misra, the then Chief Justice of India stating that the Government of India has decided to set up under section 3 of the Commissions of Inquiry Act, 1952 ( 6Q of 1952 ) a Commission of Inquiry comprising a sitting Judge of the Supreme Court to inquire into a matter of public importance, namely, the assassination

Harjoitustehtävien kirjalliset ratkaisut on jätettävä SP:lle ke klo 12:15. Ratkaisut on aina esitettävä taululle ilman ratkaisupaperia. Tästä seuraa, että tehtävien käsittely on verrattain hidasta (eikä kaikkia tehtäviä ehditä aina käsitellä). Punaisena lankana on, että kurssille osallistuja tutustuisi, perehtyisi ja törmäisi ongelmien pohdiskeluun liittyvään ajatuksenkulkuun johon usein kuuluu kompurointi, takeltelu ja väärän polun valinta.

    At the Indo-Tibetan Interface
    The Newars constitute a community whose ancestral home is the Kathmandu valley. Only a few centuries ago, before the creation of modern Nepal , the valley was known as Nepal ; and it has lent its name to the larger polity today known as Nepal . The intimate link between the valley and the term Nepal is also reflected in the fact that in Nepali, the modern national language the Newari language is known as Nepal Bharsa , and in Newari it is known as Nepal Bhaye . Both terms mean the “language of Nepal The origin of the term Newar is not yet fully established. According to D.R.Regmi “... Newar is a comparatively new term. It came to be used for the inhabitants of the valley about the 17th century. The Jesuit and Capuchin visitors used the word in the same context. The first Nepalese record to use the term is one of Pratapamalla’s inscription [sic] which is dated NS 774.”(Regmi 1969:14) However, Regmi also points out that this only refers to use of the term in preserved records and that the term probably was used much earlier and then “... meant one who lived in Nepal .” (Regmi Ibid.)     India's Space Program: An Overview R.L.N. Sarma
    The scientists at the helm of the space program, to their credit, were well aware that more than three-quarters of Indian populace (at that time) were dependent on agriculture. Thus, the two primary aims were recognized as the establishment of independent remote sensing and communications satellite systems with launcher autonomy by the end of the century. In this context, the comments by Dr. Vikram Sarabhai widely regarded as the father of Indian space program are very relevant. He said, " ." Today, it can be said that India is well on the way to realizing its goals. In the current paper, the author endeavors to provide a comprehensive overview of the Indian space program. Particular emphasis will be laid on the technological and temporal evolution of the launch vehicles from SLV-3 to GSLV and their associated propulsion systems. Also, the progression of the satellite program from the Rohini class satellites to the Insat-2 class satellites will be discussed in some detail. Since, any article on the space program would be incomplete without an insight into ISRO and its frontal institutions, a brief description of these principle players is provided towards the end. Finally, the author concludes by looking at the future ambitions of ISRO.

Narlikar Against the background of some elementary knowledge about the many different streams of ancient thoughts, I have ventured to ask some questions visa-vis scientific ideas of modern times where I do know a little, perhaps just enough to gauge the extent of my ignorance. About our ancient traditions I do not even know the extent of my ignorance! So I had better begin with the modern scientific end. What does science say about the nature of matter on different physical scales? Scales of Structure A few years ago Professor Phillip Morrison had made a beautiful but short film entitled ‘Powers of Ten’. It started with a scene very common in the Western world, that of a couple picnicking in a city park. Then the camera zooms out showing the larger scale of the park, then zooms farther to show the city, then the state and so on. Each scene is followed by another with ten times larger scale. How far does this go on? Taking 1 metre as the scale we measure our local distances in (— the picnicking couple occupied an area of a few square metres), the tenfold increases in length go on till about 1026 metres — that is, about a hundred million million million million metres! A few significant steps enroute to this gigantic scale are given in Table I below.
