William Cochran took the University of Glasgow Bursary Competition in 1927 and he was placed first. The award of a bursary allowed him to take his first degree at Glasgow and he was awarded an MA in mathematics and physics in 1931. He won the Logan Medal for the best student in the Faculty of Arts and won a scholarship to study mathematics at Cambridge. At Cambridge he took John Wishart 's course in mathematical statistics, then proceed to take a practical course in the School of Agriculture. In 1934 R A Fisher left Rothamsted Experimental Station to accept the Galton chair at University College, London and Frank Yates became head at Rothamsted. Cochran was offered the vacant post but he was still not finished his doctoral course at Cambridge. Yates later wrote:- ... it was a measure of good sense that he accepted my argument that a PhD, even from Cambridge, was little evidence of research ability, and that Cambridge had at that time little to teach him in statistics that could not be much better learnt from practical work in a research institute.

    COCHRAN, WILLIAM, was born in what is now Middle Paxton township, Dauphin county, Pa., in 1780. He received a good English education, and was brought up on his father's farm. In 1814 he served as a volunteer and marched to the defense of Baltimore. He served as coroner of the county from 1818 to 1821; member of the House of Representatives from 1820 to 1824; county commissioner from 1830 to 1833, and sheriff from 1837 to 1839. He died at Harrisburg on Sunday, 26th of April, 1840, aged sixty years, and was interred in the family burying ground in Middle Paxtang. The Intelligencer pays this tribute to his memory: "Mr. Cochran was a highly respected citizen, a popular officer, and a kind and hospitable neighbor."

    Date: August 7, 2000 Search for Extrasolar Planets Hits Home MANCHESTER, ENGLAND: Today, a team of astronomers will announce the discovery of a Jupiter-mass planet orbiting a star, Epsilon Eridani, 10.5 light-years away, making it the first such planet found this close to our own solar system. Dr. William Cochran, of the University of Texas McDonald Observatory, will present the team’s findings at the symposium on "Planetary Systems in the Universe," as part of the 24th General Assembly of the International Astronomical Union, in Manchester, England. "Detecting a planet orbiting Epsilon Eridani, a star very similar to our own Sun and only 3.22 parsecs from Earth, is like finding a planet in our own backyard relatively speaking," said Cochran. "Not only is this planet nearby, it lies 3.2 AU (478 million kilometers, or 297 million miles) from its central star roughly the distance from the Sun to the asteroid belt in our own solar system." The planet of Epsilon Eridani has between 0.8 and 1.6 times the mass of Jupiter and an orbital period of just under seven years about 60 percent the orbital period of Jupiter but longer than that of most other extrasolar planets discovered recently. In fact, the planet could qualify as the first "Jupiter analogue" were it not for its highly eccentric (elliptical) orbit of 0.6. (The orbits of planets in our solar system are more circular.)

Married to wife Judith Cochran for 46 years, Bill is also a father of three and a Grandfather of seven. Currently a real estate agent, Bill served as a Floyd County deputy sheriff and deputy clerk before being elected county clerk in 1966. He continued as clerk until 1974, when he ran for the state legislature and was successfully elected. Since that time, Bill has developed a strong, no-nonsense reputation in state government, earning the respect and admiration of such Indiana leaders as Senator Evan Bayh and Governor Frank O'Bannon. Bill currently serves as the Budget Subcommittee Chairman on the House Ways and Means Committee. He also serves on two other House committees: Judiciary; and Public Policy, Ethics and Veterans Affairs. He was born near Limestone, Clarion County, August 21 1867, a son of William and Sarah Rankin Cochran. In his youth he followed farming and lumbering. For awhile he was located in the west and engaged in drilling. Later he returned to Pittsburgh and was associated with his brother in business. He had been a resident of this place for more than 30 years. Along with his industrial work he always had a large truck garden. He was a lover of horses and was considered a good authority on them. Early in his life he became affiliated with the Baptist Church and was a member of the First Baptist Church of this city when he died. The deceased was first married to Nannie Henry, who died a few years afterwards. To this union two sons were born, Walter deceased, and Paul who at this time cannot be located. His second marriage was to Miss Clara Simpson, who survives with a daughter Mrs. William (Ethal) Postlewait, of Indiana. Two daughters to this union, Hazel and Alta are deceased. He also leaves one grandchild and a brother, Curt Cochran of Coudersport.

    Sampling Techniques and Experimental Designs, during his tim e at Johns Hopkins. In 1957 Harvard University established a Department of Statistics in which Cochran was hired on to add strength and senior leadership. Cochran’s knowledge in the field of statistics did not occur by chance. He studied and worked at the most prestigious universities. He was a colleague of and a student of some very well known statisticians. Cochran was a student of Fisher’s and a colleague of both Yates and Wilks. The statistical knowledge of Cochran was used by the Census Bureau, it was used in the medical field by the Surgeon General, and it was used in agriculture to determine crop yields.
