(Enter summary) Abstract: Tarzan is a peer-to-peer anonymous IP network overlay. Because it provides IP service, Tarzan is general-purpose and transparent to applications. Organized as a decentralized peer-to-peer overlay, Tarzan is fault-tolerant, highly scalable, and easy to manage. Tarzan achieves its anonymity with layered encryption and multi-hop routing, much like a Chaumian mix. A message initiator chooses a path of peers pseudo-randomly through a restricted topology in a way that adversaries cannot easily...     Information Choreography and Subtle Complexity
    The brief history of the design of online environments is best described as a progression from the design of absolute position, to the design of relative position, to the design of movement, and finally to the design of behavior. If this is true, this progression can also be described as one in which the designer continues to relinquish a certain amount of control to the viewer and ultimately to the product itself.
    Before the web, graphic designers were primarily concerned with absolute positioning, the juxtaposition of static elements. Then the web came along, and suddenly former print designers had to deal with a page that could be resized. Suddenly the grid had to be flexible, and static proportional systems had to give way. Next, frames were invented, and they began to further degrade the analogy between paper and the web. Then, along came Java and other client-side technologies that made it easier to for online experience designers to consider movement and animation.
    Today's best "designed" online experiences are not static compositions, nor pre-scripted animations, but they are living systems, which establish a three way dialog, between the information, the user, and the designer. To be effective, online design must become an active moderator between the publisher and the viewer. To create a successful moderator requires the designer to relinquish the control that he or she is used to holding and assert it in other, more subtle ways. But this relinquishing of control, this progression from print, to web page, to living system, does not signify the end of craft, or for that matter, craftsmanship. It is rather the beginning of a new type of craftsmanship that is more like choreography than print design.

    My early work focused on Melanesian trade and politics: "Big-man" political systems, overseas voyaging, non-market economies, household-based production, special purpose currencies of shell, stone, and animal teeth. Past and continuing interests include warfare, land tenure, ecology in kin-organized societies, and the transformation of tribal to capitalist economies.
    My current interests focus on microlending, particularly in the US, infant mortality, child abuse, and criminal justice with respect to juveniles. I have done work with local planning, especially long-term health care and children's services. I have pursued an applied interest in the culture and social system of interventions that might reduce infant mortality and child abuse, and am currently active in a local micro-credit program.

    Schedule Apr 6, 2000 Quantum Computation and the Localization of Modular Functors Dr. Michael Freedman, Microsoft The mathematical problem of localizing modular functors to neighborhoods of points is shown to be closely related to the physical problem of engineering a local Hamiltonian for a computationally universal quantum medium. For genus = surfaces, such a local Hamiltonian is mathematically defined. Braiding dislocations of this medium implements a representation associated to the Jones polynomial and this representation is known to be universal for quantum computation.

    Historical Introduction
    This is the original letter by Fields creating the endowment for the medals that bear his name. It is thought to have been written during the few months before his death. Notice that no mention is made about the age of the recipients (currently there is a 40 year-old limit), and that the medal should not be attached to any person, private or public, meaning that it shouldn't bear anybody's name. It is proposed to found two gold medals to be awarded at successive International Mathematical Congress for outstanding achievements in mathematics. Because of the multiplicity of the branches of mathematics and taking into account the fact that the interval between such congresses is four years it is felt that at least two medals should be available. The awards would be open to the whole world and would be made by an International Committee. The fund for the founding of the medals is constituted by balance left over after financing the Toronto congress held in 1924. This must be held in trust by the Government or by some body authorized by government to hold and invest such funds. It would seem that a dignified method for handling the matter and one which in this changing world should most nearly secure permanency would be for the Canadian Government to take over the fund and appoint as his custodian say the Prime Minister of the Dominion or the Prime Minister in association with the Minister of Finance. The medals would be struck at the Mint in Ottawa and the duty of the custodian would be simply to hand over the medals at the proper time to the accredited International Committee.

    * The following is testimony of NAMI Board Member Michael Freedman delivered to the House Committee on Ways and Means that argues for an increase in the work income allowed for SSI and SSDI beneficiaries.     Chairman Shaw and Representative Matsui, on behalf of the more than 210,000 members of NAMI (The National Alliance for the Mentally Ill) and the 50 state organizations and over 1,240 local affiliates across the nation and in Puerto Rico, American Samoa, and Canada, I would like thank you for this opportunity to submit testimony on work incentives for disabled beneficiaries of the disabled and income security programs of the Social Security Administration. NAMI is the nation's leading grassroots organization dedicated solely to improving the lives of persons with severe mental illnesses such as schizophrenia, bipolar disorder (manic-depressive illness), major depression, obsessive-compulsive disorder, and anxiety disorders. NAMI's efforts focus on support to persons with these serious brain disorders and to their families; advocacy for ending discrimination in federal income support and health insurance programs, and education to eliminate the pervasive stigma surrounding severe mental illness. NAMI also endorses efforts to promote employment opportunities and greater independence through increased access to rehabilitation and job training programs and extended healthcare coverage to workers who need treatment to enter and stay in the workforce.
