LOWERING THE STAKES OF MCAS
Thomas Kirkman, lawyer and a member of the Falmouth School Committee.
Cape Cod Times, Dec 23, 2001
The Falmouth School Committee is currently considering a position statement on the effectiveness
of the MCAS test as a graduation requirement for our high school students. We may also develop a policy or action plan for those who may not pass the MCAS after retesting. All nine of us on the
Falmouth School Committee share the same general goal for our students as set out in our Mission Statement: to "provide every student with the opportunity to learn, to succeed by reaching high academic standards, to express personal creativity, and to realize maximum individual potential" We may reasonably differ on how we achieve that goal. Therefore, I cannot predict if we will reach a consensus on the effectiveness of a single high stakes test as a graduation requirement. As a school committee member and parent of school children, I would like to see the stakes lowered.
The administration and faculty in Falmouth have worked very hard to align our curriculum with the
state frameworks and ultimately the MCAS test. But, the frameworks, standards, and measures of

For purposes of alphabetizing, minor variations in the spelling of surnames are ignored. Within each given name, entries are chronological , regardless of variations in spelling of the given name or the presence of a middle name or initial. Children known to have died before coming of age are not indexed. A trick for using this index (if you have your browser's "Status Bar" visible): Position your cursor over a name, but without clicking on it. The name of the family group sheet the individual is on will appear in the Status Bar. K L M N ... O

http://www.geocities.com/qc_dealy/tkdealy.htm
About T.K.Dealy Thomas Kirkman Dealy Thomas Kirkman Dealy FRGS, FEIS, FCS, DRF (Paris), was the third headmaster of Queen's College . He succeeded Dr. Bateson Wright , who decided to retire after having undergone an operation for kidney stone . Mr. Dealy came into office in April 1909 until May 1918 . During his headmastership , he had twice acted as Director of Education for some months , mean while, Mr. Ralphs , second master, took charge of Queen's during his absence. Mr. Dealy was not popular and was known as a strict disciplinarian , a 'real martinet' . Woe betide any boy whose voice disturbed his solitary tiffin , eaten always in his study . He was not a friendly person but was very formal . Others had no great regard for him but rather feared him. Nevertheless, he was just. He was a straightforward man who hated a lie above all else. Though he came to Queen's College without the benefit of a university education, he was a scholarly man. He was fluent not only in Cantonese, but in French and Russian Too. Among his many translations were over seven hundred poems of the Tang dynasty. Books, it was said, were his friends and he had one of the best libraries in Hong Kong. In May 1918 Mr. Dealy retired. He was saddened by the loss of his two sons, both commissioned in the Royal Flying Corps, both killed in action. He was the last link amongst the staff with the old Central School, which he had joined in 1884. Although he was the least dynamic and least popular of the school's headmasters, his term of office had seen changes and improvements. And under his headmastership, the school had outlived the Qing Dynasty, Yuan Shikai's emperorship and the First World War.
