The meeting was called to order by Dr. Ed Hiler. Introductions were made. All Committee members were present with the exception of Dr. Dan Lehane, and Dr. Gary Potter who sent Dr. Doug Householder is his place. Also present were Dr. Ed Hiler, Dr. Bob Merrifield, Dr. Zerle Carpenter, Dr. Duane Kraemer, and Mr. Jeff Hooper. After the introductions, Dr. Charles Graham gave background information on how the Equine Research Account was established. The purpose of the meeting was to organize the Equine Research Account Advisory Committee and to initiate planning for the Equine Research Conference. The meeting agenda, Subchapter F of Section 88 of the Texas Education Code, and a list of committee members were distributed. Dr. Merrifield reviewed the agenda and the enabling legislation with the Committee. It was stated that the committee will begin the Sunset review in 1994.

1 Galaxies: an overview
1.1 Introduction
The Sun is located towards the outskirts of the Milky Way , a gravitationally-bound collection of stars, or galaxy , similar to countless other such systems. As will become clear through the course of the book, our picture of galaxies and their structure is still far from complete. By its very nature, astronomy is an observational science: we cannot tune the physical parameters of a galaxy to see how they alter its appearance; nor can we change our vantage point to get a better idea of its three-dimensional shape. Instead, we must synthesize all the fragmentary data that are observationally accessible in order to make the best sense that we can of our limited information. One key tool in this synthesis is the cosmological principle, which expresses our belief that the laws of physics are the same throughout the Universe. By applying the laws of physics as we know them locally to objects on the scales of galaxies, we seek to make sense of the observed properties of these systems. The remainder of this chapter is devoted to a brief description of the historical development of galactic astronomy. It is not intended to provide a comprehensive history of the subject, but rather it seeks to show how the various ideas that make up our understanding of galactic astronomy developed, and to place the material in subsequent chapters into some sort of context.

JAMIE CHARLES SPANGLER and ROBERT ALBERT MERRIFIELD, 95 CIV 814-A (W.D.N.Y.) The Securities Exchange Commission ("Commission") announced that, on March 17, 1998, Judge Richard J. Arcara, of the U.S. District Court for the Western District of New York, entered a Final Judgment of Permanent Injunctive and Other Relief By Consent Against Defendant Jamie Charles Spangler ("Final Judgment"). The Final Judgment, to which Defendant Jamie Charles Spangler ("Spangler") consented without admitting or denying the allegations of the Complaint, permanently enjoins Spangler from committing future violations of Section 17(a) of the Securities Act of 1933 and Section 10(b) of the Securities Exchange Act of 1934 and Rule 10b-5 thereunder. The Judgment did not impose civil penalties based on Spangler's demonstrated inability to pay. The Commission's Complaint, filed on September 20, 1995, alleged that, between February 1991 and June 1992, Spangler and Robert Albert Merrifield ("Merrifield") fraudulently solicited nearly $500,000 from twenty-four unsophisticated investors, almost all of whom were elderly retirees residing in the Buffalo, New York area ("injunctive action"). The Complaint alleged that, in connection with the offer and sale of securities of First Legal and Financial Services, Ltd. and Fedelta gli Immobili la Compagniad' Inc., Spangler made material misrepresentations and omitted to state material facts about the use to which investor funds would be put, the risks of investment, the diversion of funds for personal use, the return on investment, the persons who owned and controlled the companies, and the companies' financial condition. On November 12, 1993, Spangler pled guilty to criminal charges that he violated Section 17(a) of the Securities Act of 1933. The charges arose out of the same conduct that underlay the Commission's Complaint in the civil injunctive action. On January 27, 1994, Spangler was sentenced to 22 months in prison, three years probation and ordered to pay restitution of $227,686 to eleven of the investors he defrauded. USA v. Jamie Spangler, 93-CR-195-A. As against Defendant Merrifield, the injunctive action was settled on November 27, 1996, when final judgment on consent was entered by the Court. A "secular market" is a very long term or secular trend for the stock market as originally identified and described by Charles Dow, the founder of the Wall Street Journal. A good summation entitled, "Secular Market Trends" can be found at www.safehaven.com/editorials/editorial03601.htm by Michael Alexander who also recently wrote a terrific book entitled "Stock Cycles: Why Stocks Won't Beat Money Markets Over the Next 20 Years." I personally believe that stock market averages could under perform for 5 to 8 years, but 20 seems a bit of a stretch to me. I still believe that the US economy, our leading edge technology and entrepreneurial culture will revive our economic prospects more quickly than 20 years. The book is, however, well researched and written.
