Mina Rees and the Funding of the Mathematical Sciences

Federal support for research in the mathematical sciences in the United States was essentially developed during the Second World War and the years immediately following. Through her work on the Applied Mathematics Panel during the war, mathematician Mina Rees (1902-1997) was instrumental in facilitating scientific research for the war effort. As Head of the Mathematical Sciences Division and Deputy Science Director of the Office of Naval Research following the war, she helped revolutionize the form and scope of federal support of scientific research, and guided much of the development of early computers. She was dedicated to creating an environment in the United States in which the sciences, and mathematics in particular, grew and flourished.

Box 3630 Wilmington, DE 19807-0630 Table of contents Abstract The Technitrol law suit, 1967-1968, revolved around the question of who developed the magnetic storage drum. These records, which were acquired from Seymour Yutter, the lawyer for Technitrol, include trial transcripts, briefs, depositions and discovery documents which describe the development of magnetic storage technology in the late 1940s and early 1950s.
    Background note Scope and content Administrative information Background note: Technitrol, Inc. was incorporated on April 15, 1947, by John F. Koch, Jr., E. Stuart Eichert, Jr., Gordon Palmer, Jr., and T. K. Sharpless, as Technitrol Engineering Company. The corporation opened its doors to business on May 1st of the same year. The four founders provided the paid-in capital of $1,000. Their goal was to develop the new technology of high speed computation for military and industrial purposes. Prior to their full time work at Technitrol, Eichert, Koch, and Sharpless had been employed at the Moore School of Electrical Engineering, while Palmer had been Assistant Director of Research at International Register Company in Philadelphia.

This seminar will briefly review the historical course of American foreign policy and examine the position of the United States in the international system after the cold war as well as consider the current debate over the country's appropriate role in the future. Substantial attention will also be given to American institutions and processes as they pertain to foreign policy. The first part of the course will concentrate on common reading and weekly discussions. An outline of topics and required readings are included in this syllabus. All participants in the seminar are expected to do the reading in advance and take part in the discussions. Simultaneously, students need to do preliminary work on their research projects and meet the requirements specified on the "Research Project Design" attached to the syllabus. During the second part, each student must make an oral presentation of his or her paper in class, and each must act as a discussant and critic of another's paper. Each presenter is asked to assign and place on reserve a brief reading germane to her paper. Some class time will be devoted to the problems of designing these projects.

OVERVIEW
The Graduate School and University Center is a center for advanced studies, offering the doctoral programs of The City University of New York. The Graduate School is in essence a consortium, combining resources from colleges throughout the City University system to provide quality doctoral and research programs. In addition, The Graduate School and University Center offers a select number of master's programs and administers the university-wide CUNY Baccalaureate program. The 1,700-member doctoral faculty includes scholars at the City University colleges, 100 faculty appointed directly to The Graduate School and University Center, and researchers from such renowned New York City cultural institutions as the New York Botanical Garden, the Metropolitan Museum of Art, the Wildlife Conservation Society (Bronx Zoo), and the American Museum of Natural History. In addition to teaching in the doctoral programs, most members of the faculty also teach undergraduates and master's-level students on the college campuses. The Graduate School and University Center is headquartered in the Graduate Center building at 33 West 42nd Street in Manhattan, opposite The New York Public Library and Bryant Park, and just off Fifth Avenue. Course work and research in the social sciences, humanities, mathematics, and several nonlaboratory science courses take place at this location, as does the administration of all doctoral programs.

Andean Lupinus Dr. Colin Hughes of the University of Oxford, UK, the 2001 Rupert Barneby awardee, visited the New York Botanical Garden from 5-21 February to work on Andean Lupinus (Fabaceae). A research seminar entitled, "Systematics of Leucaena (Fabaceae: Mimosoideae): fieldwork, morphology and molecules," was presented during the visit. In addition to the two and a half weeks at NY, short visits also were made to the Bailey Hortorium, Cornell University in Ithaca and to the Smithsonian Institution in Washington, D.C. Current knowledge of diversity within Lupinus remains fragmentary. The majority of species are native to western North America and the Andes in South America, with 12 species around the Mediterranean. Systematic investigation has concentrated on geographically delimited studies of Old World, North American, Argentinian, and the Brazilian unifoliolate species. The Andean and Mexican species remain poorly known. Geographic focus rather than monographic synthesis has resulted in a proliferation of supposed species. Two-thirds of the circa 1800 names were proposed by Smith in his Species Lupinorum - a series of 44 local or country treatments dismissed as fundamentally flawed by subsequent workers. The actual number of distinct species remains to be determined, but is probably 200-300 although even recent estimates vary from 150 to 600.

Reviewed by : Marge Murray, Book Review Editor, Department of Mathematics, Virginia Tech, Blacksburg, VA 24061-0123; email: murray@calvin.math.vt.edu Here at my home institution, Virginia Tech, I regularly teach our one-semester upper-level course in the history of mathematics, which is taken primarily by seniors majoring in mathematics or mathematics education. It's quite a challenge to present in fourteen weeks an overview of the high points of the historical development of mathematics, while at the same time conveying a sense of the social, cultural, intellectual, and political foundations of the subject. It is a still greater challenge to describe the explosive growth of mathematics, and of the mathematical community, over the past hundred years or so. But perhaps the greatest challenge that I face, as a woman teaching a roughly equal mix of male and female students, is to explain the stunning absence of women from the story of mathematics and, in particular, the yawning gap between the death of Hypatia (in the early 5th century AD) and the appearance of talented amateur mathematicians such as Emilie du Chatelet and Maria Agnesi (in the early 18th century). Why were women absent from mathematical activity for so long, and what were the social and cultural conditions which facilitated their reappearance? How can I convey to my students the truly stunning transformation over the past 125 years, during which time women have become significant, indeed central, participants in the mathematical enterprise?

    Faculty
    As described in the appended Table, only two new full-time faculty (I.1) are anticipated, both to be hired in 2000-2001 to start in Year 1 (2001-2002), with an average compensation (I.2) at the top of the regular Full Professor scale (plus 28% fringe benefits), and with allowance for Distinguished Professor supplements, if approved.
    Staff
    One Assistant Program Officer, beginning in Year 1, at the mid-range of the payscale, plus 28% fringe benefit. One part-time College Assistant, beginning in Year 3, estimated to a maximum cost for 900 hours annually, at hourly rate. (May be deferred to Year 4 depending on enrollment and need.)
    OTPS
    No equipment purchases are anticipated (II.1). Library acquisitions budget (II.2) is described separately below. Supplies and services costs are as shown in the Table, with Years 1 and 2 slightly higher to cover costs of faculty and student recruitment and program announcements and other one-time start-up expenses. De nieuwe beleidsploeg krijgt gedurende 6 jaar de kans om te sleutelen aan het beleid, andere wegen in te slaan en creatieve oplossingen te vinden binnen steeds dwingender wordende randvoorwaarden... De taken en bevoegdheden van de provincies zijn zich na een lange periode van onzekerheid en twijfel weer wat duidelijker aan het aftekenen. De weg naar een ideale situatie is nog lang, maar in de evolutie naar een meer gebiedsgericht beleid, lijken de provincies een nieuwe rol te kunnen opnemen. In dit memorandum wil de provinciale MiNa-Raad enkele belangrijke aandachtspunten en aanbevelingen formuleren omtrent duurzame ontwikkeling in het algemeen, en het milieu- en natuurbeleid in het bijzonder. De Raad wil hiermee de nieuwe provincieraad en de bestendige deputatie helpen bij het realiseren van een complexe taak: het voeren van een op duurzame ontwikkeling gericht, geïntegreerd en gebiedsgericht beleid.
