The Political Situation in Indonesia
The government on July 10 threw its support behind the General Election Commission, which is facing the possibility that minor parties will refuse to sign the poll results. Minister of Home Affairs Syarwan Hamid said at his office on Saturday that approval of the official Election Supervisory Committee was the only legal condition needed to validate the poll results. With students starting to question the credibility of the General Election Commission in the wake of a tide of accusations, foreign observers are increasingly concerned about repercussions from any further delay in the announcement of the June 7 election results. Harun Alrashid quits General Election Commission over election results Pressure is building against the General Election Commission, including from deputy chairman Harun Alrasyd who abruptly resigned out of frustration over repeated delays in the poll results announcement. The body became the target of various demonstrations on Thursday, while inside the office on Jl. Imam Bonjol in Central Jakarta, Harun personally tendered his resignation to General Election Commission Chairman Rudini. Influential Muslim leader Abdurrahman Wahid in Jakarta on July 6 proposed he be chosen as chairman of the MPR and Amien Rais as head of parliament, while Megawati Seokarnoputri should be elected president. Wahid, better known as Gus Dur of the PKB, made the suggestion during a rare meeting with Rais, an outspoken opposition figurehead who leads the PAN.

When Jack Kiefer died in August, 1981, of a sudden heart attack, he had been at Berkeley for only three years. However, during this short time, he had established himself as a central figure of the Department of Statistics. He had, for example, served as its Vice Chair, and had become a regular, highly successful instructor in a large lower division course. At the time of his death, he was supervising six Ph.D. students. Professor Kiefer was born in Cincinnati, Ohio, and received his B.S. in Economics (after a three-year leave of absence during the Second World War to serve as 1st Lieutenant in the U.S. Air Force) and the M.S. in Economics and Engineering, both at MIT in 1948. He continued his studies at Columbia under Abraham Wald and Jacob Wolfowitz, and received the Ph.D. in Mathematical Statistics in 1952. After Wald's death in 1951, he followed Wolfowitz to the Cornell Mathematics Department where he remained for the next eighteen years, being elected the first Horace White Professor in 1971. Professor Kiefer's research interests ranged widely over the whole area of mathematical statistics, but nearly half of his over 100 publications dealt with the optimal design of experiments, a field in which he was the internationally recognized leader. Sequential analysis was another area to which he made many fundamental contributions. Most recently, in an important series of papers, he had begun to grapple with the basic problems of conditional inference, opening up exciting new possibilities without as yet having reached any definitive conclusions. His collected works soon will be published by Springer-Verlag.

Peter Bruce Resampling including the bootstrap, permutation, and other non-parametric tests has taken statisticians by storm worldwide in the past decade. Resampling is now the method of choice for hypothesis tests, confidence limits, and other applied everyday problems in statistics and probability. It involves no formulas or tables, and every step is perfectly understood. Resampling helps you avoid the "Type 4" error of choosing the wrong procedure because you will understand, step-by-step, exactly what you are doing. Following the first publication of the general technique (and the bootstrap) in 1969 by Julian Simon and subsequent independent development by Bradley Efron, resampling has become state-of-the-art practice. Who Should Attend Statisticians and data analysts who need to test hypotheses and ascertain the reliability of inferences they make from samples. This includes decision-makers, consultants, quality control analysts, industrial statisticians, and biostatisticians, among others. No specific prerequisites, though a familiarity with basic probability and descriptive statistics will be helpful.
