To heighten public awareness, the Commission on Animal Care and Control published a new booklet about the crimes and penalties of being cruel to animals. Says Dr. Gene Mueller , the Executive Director of the Commission on Animal Care and Control, "Fighting dogs is a Class Four Felony on the first offense. Even for a participant watching that contest, it is a crime in Illinois." Police have found scarred and mutilated dogs with no food or water in garages, basements, and in abandoned apartments on public housing property.
