Innertubing may be coming back By WAYNE FALDA Tribune Staff Writer SOUTH BENDInnertubing at Bendix Woods County Park may get another reprieve. Just when a prohibition of the popular winter activity seemed likely, a major policy reversal seems to be in the wind. Innertubing was snuffed out at various times this winter at the hands of both Mother Nature and the St. Joseph County Parks and Recreation Board. The board had considered and reconsidered a liability issue that has nagged the park board for years. A meltdown of the natural snow cover during a warm February ended the activity for the winter for all practical purposes. At the same time, county board members worried about lawsuits if an accident occurred without supervision by park staff members. At one time this winter, the board decided to terminate the activity once and for all and even plant trees on the slopes. But an appeal at a meeting a month ago by the Friends of Bendix Woods/Spicer Lake citizens group has brought about a change in thinking, said board president Judy Olson. Supervision by staff members implies actually a higher level of protection and thus might bring a higher level of liability exposure should an accident occur, he explained.
