Tug of War The young farm animals have been playing tug of war. With 3 piglets on one side and 2 kids (young goats) on the other side, the game ended in a tie. Similarly, with 3 calves on one side and 4 kids on the other side, the game ended in a tie. Which side, if either, will win if one side has 5 piglets and the other side has 2 calves?
The 5 piglets will win. If there were only 4 piglets on one side and 2 calves on the other side, it would be a tie. Here's one way to solve the puzzle. The puzzle tells you the following:
  • 2 kids = 3 piglets
  • 3 calves = 4 kids Those facts mean the following are also true:
  • 4 kids equal 6 piglets
  • 3 calves equal 6 piglets Therefore, 1 calf = 2 piglets. It follows that 2 calves = 4 piglets. If 2 calves and 4 piglets would tie, then 5 piglets would beat 2 calves.

It's eastern Kosovo, damn it, not western Serbia." American soldiers man a checkpoint near the village of Dobrosin, in the buffer zone between Kosovo and Serbia Andrew Testa/Rex Features Hoxha is referring to the swath of territory inside Serbia that encompasses the predominantly ethnic Albanian towns of Presevo, Medvedja and Bujanovac. The area is home to roughly 80,000 ethnic Albanians and over the past several weeks has been the site of ethnic violence that in many ways is an ominous repetition of the events that led to the formation of the Kosovo Liberation Army (K.L.A.) in 1997 and culminated in NATO's intervention in Kosovo last year. In Presevo, a new rebellion is stirring, led by the Presevo, Medvedja and Bujanovac Liberation Army (UCPMB). "Enough with Serbian harassment," says a former K.L.A. fighter and one of the UCPMB's founders. "Enough with Serbian oppression. Enough with Serbian intimidation. We are peasants.     Because the National Nuclear Security Administration used funds for cybersecurity to cover the cost of strengthening physical safety at its facilities after last year’s Sept. 11 terrorist attacks, the agency now has inadequate resources to protect its networks, an Energy Department official said. Working from its fiscal 2002 spending account, DOE's NNSA had $555 million for safeguards and security. Of that, $58 million was earmarked for information security, according to the official, who asked to remain anonymous. But some of that money was reallocated to guards, their overtime pay and other physical defenses after the attacks, the source said. The timing couldn't be worse.

    The nation's spending on pharmaceuticals has tripled over the past decade. The elderly account for more than a third of current spending on prescription drugs, but Medicare does little to defray those costs. In fact, about one-third of the 40 million Medicare beneficiaries lack outpatient prescription drug coverage. With seniors representing an active and powerful voting bloc, the issue of prescription drug benefits has both the White House and Congress scrambling to come up with a palatable plan. President Bush laid out a Medicare reform framework at a Rose Garden event in July that includes, among other elements, a government-subsidized prescription drug benefit for all seniors. At the same time, Bush made a pitch for competition among private health plans for Medicare beneficiaries, an approach favored by pharmaceutical manufacturers because they fear the federal government would otherwise introduce price controls that would threaten industry profits. Bush topped all other federal candidates in contributions from the pharmaceuticals and health products industry, with more than $466,000 in 1999-2000. Moreover, the industry donated more than $10.6 million in soft money to the GOP during the 2000 election cycle, more than twice the amount it gave to Democrats.

    Tug of war over tobacco money escalates

    April 24, 2002 A disagreement between the Minnesota Attorney General's office and a non-profit anti-tobacco organization escalated Tuesday. The two sides are fighting over how the non-profit distributes hundreds of millions of dollars for smoking cessation and medical research. Attorney General Mike Hatch filed a lawsuit in Ramsey District Court last week, saying the Minnesota Partnership for Action Against Tobacco is misusing its funds. Hatch wants someone else to oversee the money. Attorney General Mike Hatch is critical of the way the Minnesota Partnership for Action Against Tobacco is using millions of dollars for smoking cesssation. He's filed suit seeking to strip the group of its authority to use the money.

Drake December 9, 2002 — The Office of Management and Budget issued a memorandum on May 3, 2002 that directed executive agencies to contract directly with private firms for printing their documents. (See “Is the GPO Endangered?” http://www.infotoday.com/newsbreaks/nb020805-1.htm .) To implement the directives in the memo, the Federal Acquisition Regulation (FAR) Council issued a draft FAR on Nov. 13, 2002 and has requested public comment by Dec. 13. The Federal Acquisition Regulations System was established to codify and publish uniform policies and procedures for acquisition by executive agencies ( CFR, Title 48). Proposed regulations are published in the Federal Register for public comment. The proposed FAR on procurement of government printing and duplicating (case 2002-011) was published in the Federal Register on Nov. 13 (and is available at http://www.whitehouse.gov/omb/gpo_proposed_rule_revised.pdf The Government Printing Office (GPO) has been responsible for printing and distributing government documents since 1860.
