The summer Olympics of 1988 was an eye opener for the Canadian sports scene.
A Canadian athlete cheated by using a performance enhancing drug. Since that day, when sprinter Ben Johnson was stripped of his gold medal, steroids have become a major concern for Canadian sport programs.
The Canadian Interuniversity Athletic Union has developed strict guidelines in order to prevent the use of any performance enhancing drugs. This policy includes mandatory drug awareness programs to be attended by all athletes who participate in sports before their respective seasons begin. Failure by an athlete to participate in these sessions results in a suspension until the course is completed.
Kerry Moyniham, the chief executive officer of the CIAU, explained the Canadian Center for Ethics in Sport does all the testing for the CIAU.
"When the CCES does the test they inform us of any infractions," he said. "Then we contact the athlete and implement any sanctions."

In a bid to help fight against drug abuse in the country, members of commercial institutions including the National Insurance Company, Safecon, Sierratel and Rokel Commercial Bank have expressed their support to join the campaign drug abuses, alongside the National Council for the Prevention of Alcoholism and Drug Dependency (NCPA) geared towards making Sierra Leone a drug free society. In a chat with Sport-O-Rama, NCPA Executive Director, Alhaji Alim Sesay said that a host of sporting activities scheduled for September had been lined-up 'Awoko' as he fonly called, said these activities would include football matches for all categories, field and track events and Basketball. "There will also be easy competitions for schools and tertiary institutions", he said. Meanwhile, as part of its celebrations this year's 14th United Nations International Day against Drug Abuse, the NCPA U14 football tournament at the Brima Atouga Stadium has reached the final stages. The Task Force will help the sports community develop a comprehensiveand effective approach to the problem of drugs in sports.
    http://www.playclean.org/antidoping_policy.html
Doping is the use of a substance or method that is potentially harmful to the athlete's health and/or is capable of enhancing performance. It also refers to the presence in an athlete's body of a prohibited substance or evidence of the use of a prohibited training method. In other words, doping is cheating, plain and simple. It is also harmful to athletes and the youth who emulate them. See the International Olympic Committee's definition of doping as set forth in IOC's Anti-Doping Code. Educate Yourself on doping drugs, methods, and effects. The World Anti-Doping Agency, or WADA, is a new independent, international agency charged with overseeing anti-drug and anti-doping efforts for international sport, including the Olympics. The United States Government serves as a board member of WADA. WADA's primary purpose is to provide a drug-free playing field for the world's athletes at the Sydney games and beyond. See Key Facts on the Task Force on Drug Use and Doping in Sports. The White House Office of National Drug Control Policy (ONDCP) is committed to the prevention of doping in sports and the enforcement of anti-doping regulations.

Drugs in Sports. Not just the Professionals The eyes of the world are on the Commonwealth Games, and unfortunately also on drugs in professional athletes. Regrettably, we need to look closer to home at our children in sports as drug use for performance enhancement and improved physical appearance is also prevalent. For example in the United States, steroid use was 2.2 % by 8 th graders, 3.6 % in 10 th graders, and 2.5 % in 12th year students . In 1999, studies revealed that 175,000 teenage girls and 325,000 teenage boys used steroids during the past year . In 1993, a Canadian study indicated that 83,000 children had used performance-enhancing drugs in the past year. Steroid use is the third most common drug offered to children in the United Kingdom, behind cannabis and amphetamines Besides the unfair advantage that is obtained in competition, drugs create a major health risk to the young athlete taking them. Long-term effects include heart disease, stroke, stunted growth, kidney malfunction, and possibly death Drugs used in sports fall in the categories of stimulants, narcotics, anabolic agents (steroids), diuretics, peptide hormones, and other miscellaneous substances.

By Jessie A. (Grade 7) Twenty per cent of athletes in Western countries admit to using drugs. That's one out of every five athletes, and that's only those who admit to it. When you're watching sports on television, you have no idea if what you are seeing is the athlete's true abilities, or steroids in effect. A program of random drug tests, education, treatment, and discipline would cost an estimated one million dollars annually. But one million dollars may be a small price to pay for fair play and good health. That's why random drug tests would be extremely effective if taken by the athletes, not only throughout the season, but throughout the rest of the year as well. Drugs shouldn't be tolerated in any team, in any sport. Steroids and other performance-enhancing drugs have many health risks. Risks with steroids include heart disease, liver tumors, and edema (abnormal fluid accumulation in body tissues). The athletes should ask themselves, "Is this really worth my life?" Glen Sather, Edmonton Oilers general manager and coach, says, "In my mind I'm absolutely convinced there is no drug abuse problem on my team." Sather could sadly be mistaken.

    By TOM COHEN
    Associated Press Writer MONTREAL
A universal drug code is expected to be drafted Tuesday, a step chairman Dick Pound calls crucial in merging forces in the fight against drug cheats at the Olympics and other international sports events. The first draft of the code will be distributed to sports bodies, governments and others for review. WADA officials hope for final approval at a drug conference in March 2003, with the new code implemented in January 2004, six months before the Athens Olympics. With sports officials acknowledging the difficulty in catching drug cheats, the universal code would define doping, list banned substances and set penalties to end the current system of multiple sports bodies imposing different rules.

This strategy, if applied to the most common violation of civil rights and human dignity these days - the airport body search - would mean that the 16 guys in front of me have refused to go through the security scanner so that they will be stripped and probed in every suspicious body cavity. And more of the same, of course, awaits all of us behind them. As you can see, this way leads not only to anarchy but to missing connections in Atlanta, so it is with relief I can report that wiser heads have prevailed, the White Sox have backed off and society, with all its Ashcroftian humiliations, muddles on. More ruckus has been raised over David Wells' confession that he was not entirely sober when he pitched his perfect game for the Yankees than over the Yankees' outrageous punishment ($100,000) for him saying so. At least we know George Steinbrenner's opinion of the going rate for relying upon the Constitution, a much disregarded document in these times. Presumption of innocence is for fools, you know, like the Founding Fathers. Freedom of speech, freedom of movement, freedom from suspicion - no freedom may be assumed, and even the baseball players union, a most resolute and defiant bunch, has agreed to oversight.

... Better Service Request Are We Really Shocked by Drugs in Sports? Ben Johnson The Williams Eye View By Charles L. Williams LINDEN, NEW JERSEY_ The New York Times recently ran a story stating the International Olympic Committee said drug testing in many sports has been very lax and the same appears to be true for the upcoming Olympic Games. The article also stated that record breaking performances in any sport involving strength and speed would be suspect. Steve Holman, one of the United States' premier milers, was quoted as saying that the report's conclusions on the efficiency of drug testing reiterated what he and others had been saying for years. Before the 1980s drugs were associated only with strength and gaining weight and were not believed to offer any benefit to runners. Thus shot putters, hammer throwers, discus, and javelin throwers were the ones who were observed with an occasional raised eyebrow and skeptical eye. Now, especially since the Ben Johnson debacle in 1988 and the years later suspension and reinstatement of 400 meter runner Butch Reynolds, sprinter Merlene Ottey's suspension last year and the similar plight of other athletes, track and field has become a sport where mental asterisks accompany many performances. How did all this start?
