Chuck Whiteman: Political Economy 101
Chuck Whiteman ('81) has found himself right in the middle of the intersection of politics and economics in Iowa state revenue forecasts. In Iowa, as in many states, state spending is constrained by forecasts of state revenues. Chuck, as Director of the Institute for Economic Research at the University of Iowa, has been an active participant in the determination of the Iowa forecast. As Chuck explains, the system of revenue forecasts in Iowa gave rise to some perverse incentives. In January the Governor would make spending proposals based on the December forecast. The Governor clearly had an incentive for a high forecast while opposition politicians would want a low estimate to hamstring the Governor. The new forecast in March called for a reversal of roles. An even higher forecast would allow legislators to initiate their own programs while the Governor would be the one voters would hold responsible if the revenue forecast was too optimistic. Forecasting errors in 1991 lead to a change in the rules to limit spending to 99% of the December forecast. Chuck's work is notable for its uses of modern econometric techniques. Three Bayesian vector autoregressions focus on economic conditions in Iowa while a fourth is used to generate the revenue forecast. The economic conditions VARs are estimated using an equation-by-equation mixed estimation procedure under "Minnesota"-type random walk priors. Predictive densities for the revenue forecasts are calculated by Monte Carlo methods, and forecasts are produced under an asymmetric loss function that weighs deficits more heavily than surpluses.

Bill Evans's (Class '56, Composition) previously unreleased June 1980 recordings at the Village Vanguard are available as a CD box set, entitled Turn Out the Stars, on the Warner Bros. label. The recordings were made two months before Mr. Evans's death in September 1980.
Morey Ritt (B.S. '59, Piano) performed with new cello faculty member Barbara Stein Mallow at Merkin Concert Hall in November.
George Cleve (B.S. '60; Dip. '59, Conducting) conducted the Baltimore Symphony for horn player Barry Tuckwell's final public performance.
Eve Queler (Dip. '62, Conducting) received high praise from The New York Times and the Village Voice for her leadership of the Opera Orchestra of New York in a concert version of Wagner's Tristan und Isolde at Carnegie Hall.
Walter Ponce (B.S. '67, Piano) previously the head of the piano department at SUNY Binghamton, was appointed professor and Head of the Piano Area at UCLA.
Robin Chadwick (Dip. '69, Piano) a piano instructor at St. Martin's College, performed works by Mozart, Rachmaninoff, Bolcom, Ravel, Gershwin, and Grainger in a scholarship benefit concert at the college.
Anton Del Forno (B.M. '72, Guitar) appeared in concert at the North Bellmore Public Library as part of the program "Bringing the Great Concert Hall Music to the People."

    Ole Akahoshi, Syoko Aki, violin, studied in Japan at the Toho Academy of Music and in the United States at Hartt College and the Yale School of Music. She has taught at the Eastman School of Music and the State University of New York at Purchase. She has appeared as soloist with such leading conductors as Seiji Ozawa, Gerard Schwarz, Krzysztof Penderecki, and Kenneth Schermerhorn. Ms. Aki has been concertmaster and soloist with the New York Chamber Symphony, the New Japan Philharmonic, the Waterloo Festival Orchestra, and the New Haven and Syracuse symphony orchestras. She has appeared in concerto and chamber music performances with Szymon Goldberg, Henryk Szeryng, Broadus Erle, Leon Fleisher, Jaime Laredo, and many others. Ms. Aki has been a member of the Yale faculty since 1968. Nancy Allen, harp, performs regularly in major recital halls and with such leading ensembles as the English Chamber Orchestra, St. Paul Chamber Orchestra, Los Angeles Chamber Orchestra, Orpheus Chamber Orchestra, Royal Philharmonic, and the Lincoln Center Chamber Music Society. Ms. Allen has also enjoyed close collaborations with soprano Kathleen Battle, clarinetist Richard Stoltzman, and flutists Ransom Wilson and Carol Wincenc.
