Pour Aristide Briand, ce n'est que le premier portefeuille d'une longue série : il sera 22 fois ministre, dont quinze fois ministre des Affaires étrangères. Il sera également onze fois président du Conseil. Il se classe comme socialiste indépendant. Briand prend la tête de son premier gouvernement le 24 juillet 1909, succédant à Clemenceau. En 1910, il réprime les grèves des cheminots, ce qui lui attire la sympathie des modérés et l'hostilité des socialistes. Lors de son deuxième gouvernement, en 1913, il fait voter la "loi des Trois ans". Le 26 août 1914, il est nommé Garde des Sceaux dans le gouvernement Viviani d'Union nationale. Ce dernier démissionne en octobre 1915 ; Briand, dont on connaît la souplesse et la bonne entente avec le président Poincaré, devient président du Conseil et ministre des Affaires étrangères. Il prend Gallieni comme ministre de la guerre. Briand est l'un des promoteurs de l'expédition de Salonique en octobre-novembre 1915, l'une des rares voix en France à insister sur les opérations à l'est. Il recommande le général Sarrail.

While a law student he developed socialist ideas and after leaving university wrote for Le Peuple La Lanterne and Briand, became secretary-general of the French Socialist Party in 1901 and the following year was elected to Chamber of Deputies. In 1904 he joined with to establish the left-wing newspaper, in 1904. In 1906 Briand was expelled from the party for accepting office in the coalition government headed by Georges Clemenceau . As minister of public instruction and worship (1906-09) Briand helped to complete the separation of Church and State in France In July 1909 Briand became prime minister and horrified his former socialist colleagues when he broke up a railway stoppage by calling up some of the strikers for military service. Briand further upset the left-wing by supporting the extension of compulsory military service. He lost power in November 1910 but returned to office briefly in 1913.

Elle serait composée d'une Conférence européenne, organe représentatif rassemblant tous les représentants de tous les gouvernements européens membres de la SDN, d'un Comité Politique, organe exécutif comprenant quelques membres et enfin d'un Secrétariat. L'un des principaux buts consiste en " l'établissement d'un marché commun pour l'élévation au maximum du niveau de bien-être humain sur l'ensemble des territoires de la communauté européenne ". Cet objectif est repris dans le Le mémorandum n'est pas accueilli avec le même enthousiasme que son discours à la SDN. Si une coopération entre les Etats européens semble nécessaire à tous, l'évocation d'un " lien fédéral " incite à la méfiance. Seule la création d'une commission est décidée le 23 septembre 1930 afin d'étudier les conditions d'une éventuelle collaboration intergouvernementale au sein de l'Europe. Aristide Briand en est élu Président à l'unanimité. Il ne s'agit pas d'une institution européenne mais d'un organisme d'étude pourvu d'un pouvoir d'incitation et de proposition. La mort d'Aristide Briand en 1932 conduit à la disparition de cette commission.

He co-founded the French Socialist Party with Jean Jaures in 1901 and collaborated with him in launching L'Humanite in 1904. Briand was rejected in three elections before winning a seat in the Chamber of Deputies in 1902. He served on the commission that drafted the laws separating church and state in 1905. Briand urged the Socialists to cooperate with the Radical-Socialists and other bourgeois parties to further reform. He accepted the Public Instruction portfolio in the government of Georges Clemenceau in 1906. The Socialist expelled him for consorting with the Radicals. Briand formed the first of his own cabinets in 1909 and further alienated himself from the left by breaking a railroad strike. He presided over two ineffectual governments at the beginning of World War I before yielding to Clemenceau's Union Sacree in 1917. He sought reconciliation with Germany after World War I, crafted the Locarno Pact which secured international recognition of the eastern border and won him the Nobel Peace Prize in 1926, co-authored a treaty outlawing war which was ratified by 60 nations in 1928 and worked actively in the League of Nations for disarmament. He wrote a memorandum calling for the creation of a European Union to insure stability in 1930. He retired in 1932 having served as a minister in 26 cabinets and as premier of 11.
