In 1867 he founded the International League for Permanent Peace, later known as the French Society of the Friends of Peace; he served as its general secretary until 1889, when, in association with Sir William R. Cremer, he founded the Inter-Parliamentary Union of Arbitration. He was a member of the chamber of deputies from 1874 to 1889. His best-known work is Historique du mouvement de la paix (1904). Mr. Carl Christian Bemer, president of the Parliament, opened it with this brief address Upon completing his remarks, Mr. Bemer gave the floor to Mr. Jorgen Gunnarsson Løvland, a member of the Nobel Committee and at this time minister of Public Works. Mr. Løvland, in place of Mr. Getz, the Committee chairman, who had died the previous month, announced that the prize was awarded half to Henri Dunant and half to Frederic Passy. There was no presentation speech, and after some further official formalities, the Parliament adjourned. Les Prix Nobel does not record that either of the laureates was present; and neither delivered a Nobel lecture later, each, at his own request, having been released from this obligation by the Nobel Committee. 1. Passy's passionate belief in education found expression in (1859) and Passy was not, however, a cloistered scholar; he was a man of action. In 1867, encouraged by his leadership of public opinion in trying to avert possible war between France and Prussia over the Luxembourg question, he founded the "Ligue internationale et permanente de la paix". When the Ligue became a casualty of the Franco-Prussian War of 1870-1871, he reorganized it under the title "Société française des amis de la paix" which in turn gave way to the more specifically oriented "Société française pour l'arbitrage entre nations", established in 1889. Passy carried on his efforts within the government as well. He was elected to the Chamber of Deputies in 1881, again in 1885, and defeated in 1889. In the Chamber, he supported legislation favourable to labour, especially an act relating to industrial accidents, opposed the colonial policy of the government, drafted a proposal for disarmament, and presented a resolution calling for arbitration of international disputes.

He is better known today, however, as the man who established some of the most prestigious prizes in the world. Born in 1833 in Stockholm, Sweden, Nobel from his youth had a dream of inventing an explosive so devastating it would deter humans from making war. Instead, his invention made war easier. Though he was a Swede by birth, he was very much an international man, being educated in St. Petersburg, Russia, where his family moved when he was a child. In St. Petersburg, he studied with private tutors, particularly showing interest in chemistry and languages. He mastered Swedish, Russian, English, French, and German. At the age of 17 he began two years of educational travel throughout Germany, France, Italy and to the United States. Then at the age of 19 he became a chemist, working with his father in St. Petersburg. The family returned to Sweden and in 1863 he was a chemist in his father's explosives factory at Heleneborg near Stockholm. In 1864 Nobel received a patent covering detonating charges and percussion caps. Called "The Nobel Igniter," it was to be called at a later time "the greatest discovery ever made in both the principle and practice of explosives." His 1866 invention of dynamite revolutionized mining, road building and tunnel blasting. In 1875 a later improvement was patented as blasting gelatine. In 1887 he patented ballistite, the first of the nitroglycerine smokeless powders. This was to serve as the basis for cordite which was eventually to change the use of firearms.
