From the supplier: The flow of refugees has become more complex in the 1990s, calling for increased efforts at prevention through coordinated political, economic and social programs. Efforts of the United Nations High Commissioner for Refugees (UNHCR) have included the development of quick impact projects, coordination with other international and non-governmental organizations, mapping and removal of land mines to prepare for repatriation of refugees and development of guidelines to meet the needs of refugee women and children. The author reviews the problem of the boat people as well its international implications.

This is the story of more than three million Indo Chinese who escaped either by boat or on land from the totalitarian Hanoi regime after the fall of Saigon. They braved sun, winds, storms, starvation, and pirates only to be pushed back to the seas or towed away by navy ships when they arrived in Asian countries already overburdened with refugees. This is also the story of Hanoi's mass relocation of hundreds of thousands of Vietnamese-Chinese abroad.

The book also explores the politics behind the resettlement of refugees and the stemming of the refugee tide.

Its popularity may also beinferred from the fact that the United Nations High Commissioner forRefugees has declared the nineties to be the `decade of voluntaryrepatriation'. This study attempts to analyze the legal meaning ofvoluntary repatriation, its place within the framework of universalrefugee law, and whether or not it deserves to be called an idealsolution.
