Risser Ratified For Second Term As President International Church of the Foursquare Gospel On Thursday, April 26, 2001, during the second business session of the 78th International Foursquare Convention, Dr. Paul Risser was ratified by a 90% majority of the voting delegates to serve for a second term as President of the International Church of the Foursquare Gospel, with headquarters in Los Angeles, California. The second term will be for five years and will begin with the 79th International Foursquare Convention which will be held in Denver, Colorado, April 9-12, 2002. Dr. Risser was originally selected to serve as president on April 16, 1998, by the ministers and delegates attending the 75th annual convention of the International Church of the Foursquare Gospel. According to the bylaws of the Church, one year prior to the fulfillment of their present term of office, a seated president may be ratified to serve an additional term, should the Board of Directors and Foursquare Cabinet of the Church, having ascertained the president's willingness to continue to serve, submit a ballot to the convention body and receive 75% approval. During his first term of office, Dr. Risser has brought many innovations to the Church - in vision for reaching the major cities of the United States, in particular, the eastern sector of the nation. A ministerial retirement financial program has been introduced. The ICFG Corporate Offices have been restructured to ensure greater efficiency and expediency in responding to the needs of the churches. There has been a broadening of representation from the various regions throughout the United States on all levels of the Church's administration. The Church has taken strong steps to embrace intercultural ministry. Worldwide, steps have been taken in concert with the Foursquare works in more than 110 countries outside the United States toward "Globalization," a networking with leaders from those countries for greater expansion and evangelism.

It embraces with all Bible-believing churches the full range of Biblical and evangelical truth. Furthermore, its task is to present Christ in a manner focused on the understanding of the hearer, not of someone already in the church body. "Foursquare" is a Biblical term used to describe the tabernacle in the Book of Exodus, the Temple of the Lord in Ezekiel 40:47, and Heaven, as described in the Book of Revelation. Early in the 20th century, the term "foursquare" was often used to describe something or someone that was highly respected. It meant "solid", "balanced", "true". The term "Foursquare Gospel" was given as an inspiration to the denomination's founder, Aimee Semple McPherson , during an evangelistic campaign in Oakland, California in 1922. It represents that which is equally balanced on all sides, established and enduring. It also represents the four critical roles filled only by Jesus Christ: the Redeemer, the Great Physician, the Baptizer with the Holy Spirit, and the Coming King.

City of Euless Grace Community Church, a branch of the International Church of the Foursquare Gospel (based in California), is a growing congregation of some 400 members, currently housed in a 7,200 square foot building on Kynette Drive in a residential neighborhood of Euless, Texas. For more than three years, church leaders searched for a new, larger facility. Finally, they settled on a former Food Lion grocery store that has been vacant and for sale since 1995. The much larger (36,300 square foot) facility was considered ideal for the church's needs, and it was prepared to pay $900,000 for the building and adjacent parking. Euless, a suburban community just southwest of Dallas-Fort Worth Airport, does not have a specific zoning category for churches, which must obtain a "specific use permit" to locate anywhere in the city. The grocery store site is in a "C-1 Neighborhood Business District." The church applied for a specific use permit, but on October 15, 2002, by a vote of 4-3, the Euless Planning and Zoning Commission voted to reject the application. The decision was appealed to the Euless City Council, which affirmed the rejection by a vote of 5-2. Members of both bodies cited a desire to reserve the property for commercial use that would bring in tax revenue as their reason for rejecting the church application.
