Extractions: Home Search Archive In many ways, America's environment has improved dramatically since the first Earth Day in 1970. The quality of the nation's air has improved substantially with respect to many pollutants, particularly lead after it was phased out as a gasoline additive several years ago. Water pollution from "point sources" like industrial facilities and wastewater treatment plants has seen similar improvement, though pollution from "nonpoint" sources principally urban, suburban and agriculture runoff has proved an intractable problem of ongoing concern. While these and other domestic environmental issues draw continued attention, however, many environmentalists are now placing international issues at the top of their list of priorities. Issues like global warming, population growth, deforestation, and the continued loss of many species of plants and animals have reached increasing prominence on the environmental agenda. These issues are not without controversy. While few people consider themselves anti-environment, many environmental policies draw considerable opposition from those who are adversely affected economically. Domestically, industries complain of a heavy regulatory burden and question the benefits of new environmental proposals. Property owners complain that their rights are being infringed. There is also significant conflict in the international arena, where poor, developing nations argue that they can not afford new environmental restrictions and that rich, industrialized nations, who have until recently been the world's primary polluters, should shoulder most of the burden.

Extractions: Global Warming In Brief The Global Warming Debate Updated November, 2000 In 1992 the United States and nations from around the world met at the United Nations Earth Summit in Rio and agreed to voluntarily reduce greenhouse gas emissions to 1990 levels by the year 2000. The Rio Treaty was not legally binding and, because reducing emissions would likely cause great economic damage, many nations will not meet the goal. Representatives from around the world met again in December of 1997 at a conference in Kyoto to sign a revised agreement. The Clinton Administration negotiators agreed to legally binding, internationally enforceable limits on the emission of greenhouse gases as a key tenet of the treaty. The president's position is based on the idea that global warming is real and that it is caused by human activity. Further, it presupposes that the potential damage caused by global warming would greatly outweigh the damage caused to the economy by severely restricting energy use. Finally, his position assumes that the agreement will significantly reduce greenhouse gas emissions world wide and will prevent global warming. However, as this pamphlet shows, each of these premises is still very much in doubt. In May 1997 Consumer Alert formed a subgroup of the National Consumer Coalition on climate change policy, the "Cooler Heads" Coalition, to address the consumer impact of climate change policies.

Last month, scientists and politicians from all over the world met in Kyoto, Japan to answer those questions and develop a treaty that would solve the perceived problem of global warming. The element missing from those sessions, however, was fair representation from the growing number of credible scientists who doubt there is a problem. The same can be said of the news coverage of the conference. According to the Media Research Center , only two of 48 stories on American network news on the Kyoto sessions presented the arguments of dissenting scientists. Only nine stories mentioned that there was any disagreement at all. Many scientists dispute the evidence for an increase in the world's temperature. Some remind us that global warming is part of the natural cycle of the planet. Other scientists point out that if any global warming did occur, it would have benefits as well as costs; warmer climates can potentially have beneficial health effects. Overall, the majority of these contrarian scientists are concerned about the amount of

Within these extremes are two wealthy industrialized countries with diverse ecosystems at risk. Yet the United States and Canada are two of the largest global emitters of the greenhouse gases that contribute to a warming climate. Examples of all 10 of the "hotspot" categories can be found in this region, including changes such as polar warming in Alaska, coral reef bleaching in Florida, animal range shifts in California, glaciers melting in Montana, and marsh loss in the Chesapeake Bay. For North America we have many more hotspots than for some other regions of the world, although impact studies have been emerging in larger numbers in recent years from previously under-studied regions. This higher density of early warning signs in the US and Canada is due in part to the fact that these regions have more readily accessible climatic data and more comprehensive programs to monitor and study environmental change, in part to the disproportionate warming that has been observed over the mid-to-high-latitude continents compared to other regions during the last century, and in part to capture the attention of North Americans who need to take action now to reduce greenhouse gas emissions. 4.
