The concept of e-government can be broadly defined as the provision of government information and services by the help of information and communication technologies (ICTs). This study explains the dynamics behind the agenda-setting (coming up with the idea of a project, placing the idea on decision agenda) and policy formation (making important operational decisions) processes of e-government projects by using Turkey as a case. The key finding is that e-government projects are launched as means of controlling the flow of people, money and government transactions in a more efficient manner. It is also found that e-government policy-making is a highly political process. Finally, the findings show that while agenda-setting stage follows garbage can decision-making models, policy-making stage follows incremental models of decision-making. Knowing more about the nature and participants of the decision-making and planning processes in e-government might be useful to e-government researchers and policy-makers all over the world, as well as students of numerous social and technical sciences such as political science, public administration, computer science and information systems. ... This book is a difficult read. It's main message--just do the research and let it lead you to the theory--is sound, but it is repeated endlessly. The rest of the messaging can be confusing at times. It is loaded with typographical errors, has no references, no illustrations, no checklists, and (most egregiously) no index.

I'm glad I read Glaser, and will now read his former partner, Strauss. But this book should be taken for what it now is: a historical way station on one's journey to understanding grounded theory.

I needed a primer on grounded theory for my master's dissertation, and I bought this. What I didn't understand before I read this was that grounded theory was a methodology and a philosophy, not an actual set of procedures to follow. Mr. Glaser has written down a brilliant discussion about keeping an open mind while you collect data, and about observing what is really happening, as opposed to laying a theory down and trying to fit the data into that. I highly recommend this book to anyone using this methodology. ... Read more
