It is a research method that operates almost in a reverse fashion from traditional research and at first may appear to be in contradiction of the scientific method. From the supplier: A study was conducted to evaluate peer relationships among tax professionals in work settings. The study also aimed to determine the reasons why tax executives establish and maintain peer relationships during CPA firm mergers using the grounded theory. Results indicated that peer relationship supported a critical function in managing uncertainties created by mergers. The study is presented within a backdrop of organizational change steps described by John P. Kotter in his 1996 book, Leading Change. In the 1990?s, the Department of Defense (DoD) and Carnegie Mellon University (CMU) began work on the Capability Maturity Model (CMM®).In 2001, the model was superseded by a more robust model, the Capability Maturity Model Integration (CMMI®).These models provide descriptive, key process improvement areas for organizations to achieve greater maturity in their software and systems development. Organizations could then be appraised at specific maturity levels. SPI improves quality and reliability of software products. The DoD and other organizations now require companies to be appraised at a certain maturity level prior to being awarded a contract. From the onset, there have been difficulties in the adoption of these SPI models. Some of these difficulties can be attributed to organizational change issues. E-government is one of the primary keywords in information revolution. This study explores perceptions about information systems/information technology (IS/IT) held by government authorities, identifies what problems they have in IS/IT initiatives in governments and how they are reacting to these problems. Twenty-six government authorities were interviewed to reveal their underlying perceptions about IS/IT initiatives in their agencies. After analyzing their interview transcripts using an open coding scheme suggested by Strauss and Corvin, forty-nine constructs were revealed, refined, and categorized. Major problems that they have were concerning organizational, technical, and human resource issues while they face these challenges with proper management of changes, relationship building, and pre-meditated risk management plans.
