To prevent damage from oil spills, the Environmental Protection Agency (EPA) issued the Spill Prevention, Control, and Countermeasure (SPCC) rule in 1973. EPA's 10 regions inspect oil storage facilities to ensure compliance with the rule. EPA estimates that about 571,000 facilities are subject to this rule. Some states also regulate oil storage tanks. GAO determined how EPA regions implement the SPCC program, the data EPA has to implement and evaluate the program, and whether some states' tank programs suggest ways for EPA to improve its program. This is a comprehensive 931 page indexed scientific publication consisting of the results of investigations largely supported by the EXXON Valdez Oil Spill Trustee Council.The Council consists of representatives from various federal and Alaska State entities.The work is edited by S.D.Rice, R.B. Spies, D.A. Wolf, and B.A. Wright, who also co-author theintroductory paper.The work consists of roughly 60 papers grouped in thetopics of Fate and Toxity, Intertidal, Treatment Effects, Subtidal,Herring, Salmon, Other Fish, Birds, Mammals, Archaeology, Subsistence, andHuman Impacts.Absent are investigations sponsored by EXXON Corp. and afew sponsored by private plaintiffs.EXXON presented most of its sponsoredinvestigations in a separate ASTM Symposium.All in all the work iscomprehensive, but for many of the investigations, the work was conductedsimply too soon to reach scientifically definitive conclusions regardingcause and effect.
