Il fut docteur en sciences de l'Université de Gand, puis professeur aux athénées royaux de Gand et Bruxelles. Dans Sur l'homme et le développement de ses facultés, essai d'une physique sociale (1835) Quételet présenta sa conception de l'homme moyen comme valeur centrale autour de laquelle les mesure d'une caractéristique humaine étaient groupés suivant une courbe normale. Influencé par Pierre Laplace et Joseph Fourier, Quételet fut le premier à utiliser la courbe normale autrement que comme répartition d'erreurs. Ses études sur la consistance numérique des crimes suscita une large discussion entre liberté et déterminisme social. Pour son gouvernement il rassemblait et analysait les statistiques sur le crime, la mortalité etc. et il apporta des amélioration dans les prises de sanctions. Son travail suscita une grande controverse parmi les sociologues du 19e siècle. A l'observatoire de Bruxelles, qu'il établit en 1833 à la demande du gouvernement belge, il travailla sur les données statistiques, géophysiques et météorologiques, étudia les pluies de météores et établit des méthodes de comparaison et d'évaluation des données.

Il est né à Gand en 1796, alors que la Belgique n'existait pas encore et formait ce qu'on appelait à l'époque les "Pays-Bas du Sud" sous domination française. Il fut d'abord mathématicien: tout en étant professeur de mathématiques, il présenta des travaux de recherches sur les cônes à l'Académie des Sciences, dont il devint membre en 1820. En 1823, il partit à Paris pour compléter ses connaissances en astronomie et en physique, car il avait un grand projet à cœur: créer en Belgique le premier Observatoire astronomique, où serait également étudiée la constitution physique de la Terre et de l'atmosphère. Le premier observatoire fut construit à la porte de Schaerbeek, et les activités y débutèrent en 1833: on commença par y faire des observations météorologiques, (c'est-à-dire l'étude des variations des températures de jour et de nuit à travers l'air et le sol) qui se poursuivent encore aujourd'hui. Mais Adolphe QUETELET développa également l'observation de phénomènes périodiques (c'est-à-dire de phénomènes qui se reproduisent à intervalles réguliers) comme les variations des marées, les variations du magnétisme terrestre, les passages des étoiles filantes. A la différence de l'astronomie, la météorologie et le magnétisme étaient des sciences nouvelles.

    Extractions: PowerPoint Presentation His subsequent active encouragement of the collection of empirical social data led to the first national census in Belgium and Holland (in 1829), the formation (in 1834) of the Statistical Society of London (now named the Royal Statistical Society), and the organization (in 1841) of the Belgian Central Statistical Commission, a central agency responsible for collecting statistics. As president of the latter, Quetelet did much to inspire the creation of statistical bureaus all over Europe and labored unstintingly to promote internationally uniform methods and terminology in data collection and presentation. Under his leadership, the first of a long series of International Statistical Congresses was held in Brussels in 1853. Although there had been forerunners in England, France, and Germany, Quetelet earned the honor of being called the "father of modern statistics" by the publication of his in 1835. In this book, Quetelet noted how social phenomena (such as crime or suicides) reproduced themselves with amazing regularity. He argued that such regularities were discoverable only by statistical techniques and, even more important, could also be linked to causes with the help of such techniques. Unlike earlier writers who had given a theological interpretation to social regularities (seeing in them evidence of a divine presence), Quetelet pointed to social conditions as causes. He suggested that legislation could also ameliorate their effects (such as crime or suicides). As he put it:

    Extractions: Op 8 juni 1826 tekent Willem I, koning der Nederlanden, het Koninklijk besluit ter oprichting van een Sterrenwacht te Brussel. De bouw van de Sterrenwacht aan de Schaarbeekse Poort (Sint-Joost-ten-Node) begint in 1827. Het duurde nog geruime tijd vooraleer de Sterrenwacht met sterrenkundige instrumenten werd uitgerust. Met de meteorologie, een wetenschap die toen nog op het programma van de meeste sterrenwachten stond, kon men al snel aanvangen. Op 9 januari 1828 wordt Adolphe Quetelet tot astronoom benoemd (met ingang van 1 april 1828), maar de bouw van de Sterrenwacht kent veel vertraging. Tijdens de Belgische Revolutie wordt er in en rondom de Sterrenwacht gevochten, maar ook na de revolutie blijft de sterrenwacht bestaan. Adolphe Quetelet wordt op 8 december 1830 in zijn functie als directeur bevestigd door de Voorlopige Regering. Pas in 1832 konden de wetenschappelijke activiteiten van de Sterrenwacht van start gaan. De onderbroken reeks van klassieke meteorologische waarnemingen begint. In 1841 start men ook met magnetische waarnemingen (declinatie en inclinatie) en in 1842 met de actinometrische waarnemingen (waarnemingen i.v.m. straling). Het gebouw van de Sterrenwacht van Brussel aan de Schaarbeekse poort is eindelijk volledig klaar en de instrumenten, zoals de muurcirkel en de equatoriaalkijker kunnen in gebruik genomen worden.
