Extractions: Yugoslavia Yugoslavia Most federal revenue was collected in the form of turnover taxes and assessments by local and federal self-management communities of interest, which had financial management responsibility for social services such as education, health, and pensions. Because a large portion of the national budget was committed to social services, levies by the communities of interest were an important part of the tax structure. The republics and provinces and the communes also levied taxes; their main revenue sources were the same as those of the federal government, but they also taxed income and personal property. The last two categories provided little income, because the minimum income level on which income tax was collected was very high. Personal property taxes were collected mostly on private homes (see Housing , ch. 2). Peasants and private businesses were taxed on assessed incomes, often at very high rates that discouraged individual economic initiative. Constitutional reform aimed at restructuring the tax system to eliminate such restrictions. In 1987 the government purchased 41 percent of Yugoslavia's social product (see Glossary) through large expenditures on defense, government administration, and social services (see table 11, Appendix). Social services received an unusually large allotment for a country of Yugoslavia's modest resources. Defense took about 46 percent of federal outlays budgeted for 1990, because of Yugoslavia's policy of maintaining security and integrity as a nonaligned state (see

The previous government collapsed on Friday when Prime Minister Zoran Zizic resigned in protest against the Serbian authorities' decision to extradite the former Yugoslav President, Slobodan Milosevic, to the international war crimes tribunal in The Hague. But how realistic are the prospects for overcoming the government crisis? By tradition, Serbia and its small partner-republic, Montenegro, share the top jobs in the Yugoslav federation. So when Vojislav Kostunica, a traditional Serb nationalist, defeated the long-established Serbian strongman, Slobodan Milosevic, in September's Yugoslav presidential elections, he needed to look for a Montenegrin Prime Minister and a Montenegrin party to join in government his own 18-party Serb umbrella group, known as the DOS. The choice was simple. Montenegro's independence-seeking governing coalition, led by President Milo Djukanovic, had been boycotting federal institutions for several years, and did not stand in the elections.

Extractions: The 14th century marked the zenith of the Serbian Orthodox Church, which was instrumental in forming national culture and identity. In June 1389, a decisive confrontation took place that would settle the fate of the region for centuries to come and serve as the key symbol in Serbian national consciousness. This was the Battle of Kosovo in southern Serbia, in which an allied force of Serbs and Bosnians was defeated by the advancing Ottoman Turks. Serbia thereafter became an Ottoman vassal state. Another insurrection in 1876, followed by a declaration of war on Turkey, led to another Serbian defeat. However, a new player in the region, the Austrians, offered protection to the Serbs and prevented them from falling under Turkish suzerainty again. The Balkan republics now started to assume their modern form. Bosnia and Herzegovina merged in 1876. Two years later, the new republic was occupied by the Austro-Hungarian Empire. Serbian independence was settled at the Treaty of Berlin in 1878, where Montenegro was also recognised as an independent state and was doubled in size. In the first years of the 1900s, however, the Serbian-Habsburg relationship began to sour and by 1905, Serbian policy had become avowedly nationalist and anti-Austrian.

The move should herald the end of the crisis in the current federal government in Belgrade, which collapsed when prime minister Zoran Zizic resigned in protest when Slobodan Milosevic was handed over to the UN War Crimes Tribunal in The Hague. But political analysts in Belgrade have expressed doubts as to Mr Pesic's abilities for finding long-term solutions to the Yugoslav Federation's pressing problems. The government of the Yugoslav Federation (of Serbia and Montenegro) is to be drastically reorganised, and the number of ministers will be reduced: from now on, there will be an equal number of ministerial posts for Serbs and for Montenegrins, five for each side. It will no longer be possible for Serb ministers on the federal government to outvote their Montenegrin colleagues, as happened last month on the controversial issue of co-operation with the Hague Tribunal. According to President Kostunica, the main tasks of the new government will be the country's re-integration in the international community especially with the IMF and the World Bank and the re-organisation of the relationship between Serbia and Montenegro.
