Extractions: The U.S. Embassy in Belgrade and its United States Agency for International Development office have detected several incorrect statements that appeared in the press on January 29, 2003 following a press conference hosted by Micro Finance Bank (MFB) and attended by USAID Mission Director, James Stephenson. Following are the correct facts. In Fiscal Year 2001 (October 1, 2000 - September 30,2001) the U.S. Government's budget for Serbia was $99 million. In Fiscal Year 2002 - $110 million. The Support for East European Democracies (SEED) Act is essentially the "account" from which USAID receives its foreign assistance money for the FRY. During Mr. Stephenson's presentation he stated that the Administration had requested $110 million for Serbia for Fiscal Year 2003 as part of the United States Government budget. However, SEED/USAID, as is the rest of the Department of State and other U.S. Government offices, is still awaiting a final appropriation from the United States Congress which will determine the exact funding level that will be appropriate for Serbia and other countries in the region. USAID does not disburse loans or grants through Micro Finance Bank. USAID granted $1 million to support the establishment and fast development of the Micro-Finance Bank, with the intent of establishing a major force in providing credit for micro, small and medium-sized enterprises (SMEs).

Extractions: BELGRADE, Yugoslavia - The Overseas Private Investment Corporation (OPIC), an independent U.S. Government agency, today concluded a new bilateral agreement between the United States and the Federal Republic of Yugoslavia, signaling a commitment by both governments to work together to expand U.S. investment in the country. "This new bilateral agreement represents a significant milestone in our efforts to support private investment and economic transition in Yugoslavia and elsewhere in southeastern Europe," said OPIC President and CEO Dr. Peter Watson, who signed the agreement on behalf of the U.S. government. Joining him were Yugoslav Minister of Finance and Prime Minister-designate Dragisa Pesic and U.S. Chief of Mission to Yugoslavia William Montgomery. The agreement, which replaces a 1973 pact, creates a framework for operation of OPIC programs in Yugoslavia, and provides mechanisms for resolution of issues that might arise with respect to OPIC's operations. The signing of this agreement also means that the OPIC-supported $150 million Southeast Europe Equity Fund, managed by Soros Private Funds Management, will be able to invest in Yugoslavia, as it may in eight other countries of southeastern Europe.

Extractions: Since issuing our last statement on 24 March 2000 our experience in working with a great number of decision makers in this country and abroad, including the Foreign and Commonwealth Office and Members of Parliament is that some of these people are still not adequately acquainted with the problems in the Balkans. There are too many who are ill-informed and without knowledge of the basic facts. These people would not know if the information they are being given by Ministers is correct or not. It is a commonly held belief by Serbs in the homeland and diaspora that the Hague Tribunal is one-sided, biased and politically motivated in its alleged pursuit of justice. The countries who were involved in breaking-up the former Yugoslavia, now use the Hague Tribunal to wash their hands of the wrong-doings they themselves committed. Most Serbs are of the opinion that the Hague Tribunal has no right to try Mr Slobodan Milosevic. It would be impossible for him to have a fair and just trial after extensive lobbying by the various sides involved in the civil war in the former Yugoslavia, after much mis-information and the demonisation of the Serbs by the media in general in recent years. Mr Milosevic should answer to the Serbian people and be tried in a Yugoslav court only. If politicians and decision makers in the west responsible for killing more than 2,000 innocent people, many of whom were children, for using illegal cluster bombs and for the destruction and contamination of the country would be subjected to a trial themselves, then Serbs would likely agree to the Serbian decision makers being sent for trial to the Hague. This was passed only under duress, as the country, devastated by NATO bombs and a decade of economic sanctions, was threatened by a fresh embargo by the United States and the European Union. Aside from such nationalist protests by members of the old regime, the strong-arm tactics being employed by the Western powers could galvanise broader opposition within Serbia. Surveys conducted during the initial stages of the ongoing trial of Milosevic at The Hague show a majority against it. An opinion poll of 2,200 people conducted by the Strategic Marketing Agency reported that four fifths of respondents believed the trial to be biased. Another poll showed that 41.6 per cent of Serbs gave Milosevic five out of five for his performance. Large numbers of the population followed the trial proceedings on television at home and in cafes. Later on, RTS (Serbian-Radio-Television) decided to pull the plug on live coverage from The Hague. The state broadcaster claimed that this was due to financial difficulties, even though ratings were high.
