Es de graninterés conocer qué sucede con una disciplina como la Ciencia Política bajoun contexto democrático ya que, a simple vista, se tiende a pensar que endicho marco debería de expandirse y florecer. The article "It's China's World (we just live in it)" reports that China's hunt for natural resources around the globe has intensified. In September the China Investment Corporation paid nearly $1 billion to buy an 11% stake in a Kazakhstan oil and gas company, and $850 million for a Hong Kong commodity trading house. Then there was the recent sale of Hummer to a Chinese construction equipment company, and China Development Bank loaning the Brazilian national oil company $10 billion to fund exploration off Brazil's coast. China has also bought stakes in foreign banks, utilities, and semiconductor companies, and invested $4 billion in Afghanistan's largest infrastructure project - the Aynak copper mine lying idle since 1979 (MSNBC, 10/14/09).

So far this decade China has spent an estimated $115 billion on foreign acquisitions, but still lags the U.S., which invested $318 billion abroad last year. (The article claims e're the world's largest exporter of capital - how this occurs when we're also the world's largest debtor was not explained.) The next decade could see China become the largest capital exporter. This would also serve as a means for China to move up the value chain as it did purchasing IBM's PC business. Meanwhile, Chinese businessmen will gain experience operating in the U.S. and European regulatory, retail, and legal environments. The Chinese have also been investing in Western hedge firms and money-management operations.

As for President Obama's levying tariffs on tires - the author sees that action has having little impact, and future tariffs unlikely because of the need for China to buy U.S. government debt.

"Microsoft Reboots" reports glowing expectations for the company after Windows 7 replaces Vista. Vista took six years to develop, required top-end PC equipment (many users were downgrading to notebooks), was incompatible with many peripherals, and energized the cloud computing chorus (no sophisticated operating system needed). Windows 7, by contrast, is coming out to good reviews, required only there years to develop, and needs less computing power. Now CEO Ballmer is looking to gain on Google's search engine. Bing, launched in May, has a 9.3% market share (Microsoft previously only reached 8%) and may hit 30% once agreements with Yahoo kick in. On the downside however, some media buyers are not impressed with Bing - its users tend to be younger and more frugal.

"The Hydrogen Car Fights Back" tells readers not to count fuel cells out, despite President Obama's endorsement of hybrids and cutting research budgets for fuel cells. BMW, Daimler, GM, Honda, Hyundai, and Toyota are investing in hydrogen-fueled car research, with GM and Toyota planning production in 2015. Meanwhile, Honda has fuel-celled cars in the hands of customers for testing, and Mercedes is testing its model also. Daimler, in partnership with Germany and others, plans to build 1,000 hydrogen-fueling stations across Germany. As for the U.S., the National Academy of Sciences estimates the U.S. will need to spend $3-4 billion/year for 15 years to subsidize the cars and put infrastructure in place.

From the author: This revolutionary approach to show-up reform, also known as the minority approach or the minority rule, offers innocent defendants genuine protection against false identifications and wrongful convictions and, therefore, should be adopted by the Supreme Court. However, despite these increased protections, trial courts that wish to admit show-up evidence have been able to thwart the minority rule by distorting its two exceptions--the exigent circumstances exception and the probable cause exception. This Article will expose and explain these judicial abuses and will recommend further modifications to the minority rule in order to eliminate judicial abuse and better protect defendants' due process rights as originally intended.
