"By forces seemingly antagonistic and destructive Nature accomplishes her beneficent designs - now a flood of fire…again in the fullness of time an outburst of organic life…" - John of the Mountains, (1938), page 438. Scientists have studied the effects of fire in national parks since the early 1950s. Research continues in several parks, including Everglades National Park in Florida, Dinosaur National Monument in Colorado, and Yosemite National Park in California. Valuable lessons have been learned. Scientists found that 33 native plant species in the Everglades depend on fire for long-term survival. Restoration research at Dinosaur National Monument increased native grasslands with the prescribed burning of unnatural concentrations of sagebrush at critical growth stages. Research in Yosemite National Park showed that white fir trees act as ladders that fire can climb to the crowns of giant sequoia trees. Naturally occurring ground fires formerly killed many white fir trees. This natural process is now replicated by prescribed fires that protect the giant sequoia groves.

"Students need to learn about land management issues, such as fire ecology, and have ownership of these important issues in order to become informed decision makers and voters." - Resource Management Education Unit Fire education crosses all disciplines in the national parks. Learning about fire management is an exciting opportunity to also learn about wildlife habitats, historic resources, plant adaptions, and much more! Fire is the combination of heat, oxygen, fuel, and an ignition source. Fuels include grasses, needles, leaves, brush, and trees. Natural ignition sources include lightning and volcanoes. Fires also can be started by humans for management benefits, such as improving habitat and eradicating non-native plant species. However, sometimes humans also start unwanted wildland fires through carelessness and arson. Where and how quickly a fire moves depends on the terrain, weather, and type of fuel. Hillside fires preheat grasses and shrubs on slopes above, so a fire may burn 16 times faster up-hill than on flat ground. Like sheets of paper, grasses burn quickly-up to several miles per hour under extreme conditions. Thick and large fuels, such as logs, may take hours or even days to burn completely.

AOPA-commissioned report concludes general aviation not a threat to nuclear power plants
not pose a serious threat to the nation's nuclear power plants. The report by internationally recognized nuclear safety and security expert Robert M. Jefferson said that the crash of a GA aircraft wouldn't cause a dangerous release of radiation. "Following the events of September 11, some expressed fears that a small aircraft might 'attack' a nuclear plant," said AOPA President Phil Boyer. "We sought out an expert to determine if those fears were real." "The Jefferson report makes it clear that general aviation aircraft are not effective weapons and small aircraft aren't a significant threat to the safety of the public when it comes to nuclear power plants." Jefferson concluded that:
  • A GA aircraft could not penetrate the concrete containment vessel An explosives-laden GA aircraft would not likely cause the release of radiation. A small aircraft attack on auxiliary plant buildings would not cause a safety failure. A GA aircraft could not ignite the Zirconium cladding on spent nuclear fuel.

Koch Corporation Scholarship

The AOPA Air Safety Foundation/Koch Corporation Scholarship is awarded annually and administered jointly by the AOPA Air Safety Foundation and the University Aviation Association (UAA). The Koch Corporation Scholarship in the amount of $1,500 will be awarded in each of five years commencing in 2000 to a deserving student, and enrolled in an accredited college or university pursuing a course of study focusing on aviation. The award will be presented in time for the recipient to apply it to the Fall 2001 semester.

The State Council is composed of a premier, vice-premiers, State councillors, ministers in charge of ministries and commissions, the auditor-general and the secretary-general. The premier of the State Council is nominated by the president, reviewed by the NPC, and appointed and removed by the president. Other members of the State Council are nominated by the premier, reviewed by the NPC or its Standing Committee, and appointed and removed by the president. In the State Council, a single term of each office is five years, and incumbents cannot be reappointed after two successive terms. The State Council follows the system of premier responsibility in work while various ministries and commissions under the State Council follow the system of ministerial responsibility. In dealing with foreign affairs, State councillors can conduct important activities on behalf the premier after being entrusted by the premier of the State Council. The auditor-general is the head of the State Auditing Administration, in charge of auditing and supervising State finances . The secretary-general, under the premier, is responsible for the day-to-day work of the State Council and is in charge of the general office of the State Council.

EVAC: the Emergency Volunteer Air Corps The Emergency Volunteer Air Corps promotes and coordinates effective and useful additional General Aviation volunteer participation in emergency relief efforts, especially following disasters. About EVAC: EVAC Volunteers fly to help others! During emergency situations EVAC pilots and other volunteers provide the resources of General Aviation to help affected people and communities. While such help can be organized quickly on an ad hoc basis, it is better to plan beforehand so that lines of communication are clear and available resources are already identified. In addition, operations are safer and more efficient if periodic exercises are conducted. Such events also help local emergency services agencies understand how to best utilize pilots and aircraft at their local airports, and show the entire community how General Aviation can help during emergencies. Note that the largest volunteer group involved in emergency aviation assistance is the Civil Air Patrol , a large national organization affiliated as an auxiliary of the United States Air Force. CAP members also provide essential search and rescue services, fly some law enforcement support missions, and conduct extensive cadet training and aviation education activities.
