ISU Code of Computer Ethics
Iowa State University endorses the following statement of Software and Intellectual Rights that was developed through EDUCOM, a non-profit consortium of colleges and universities committed to the use and management of information technology in higher education. "Respect for intellectual labor and creativity is vital to academic discourse and enterprise. This principle applies to works of all authors and publishers in all media. It encompasses respect for the right to acknowledgment, right to privacy, and right to determine the form, manner, and terms of publication and distribution. The above statement provides a guide for the ethical use of computer facilities whether one is using a microcomputer, minicomputer, mainframe computer or supercomputer, or computer network, and whether the computer files, programs or data are stored on floppy disk, hard disk, magnetic tape, or other storage media. Computer facilities and files owned by others should be used or accessed only with the owner's permission.

Through this site people download and listen to music from their favorite artists without paying for the price of a CD. Is this ethical? This is the type of situation students will explore through this Computer Ethics WebQuest.
In the past, computer ethics mostly involved email and rules of operating a computer. Napster seemed to stir up new controversy concerning computer ethics, which is why we are making it the center of our WebQuest.

Users of computer systems and networks at Purchase College must read, understand, agree to comply with and sign the Purchase College Computing Ethics Policy. You are responsible for your actions. That responsibility exists regardless of what security mechanisms are in place. Unauthorized use of computing facilities will lead to suspension or loss of privilege, and may lead to more serious penalties. All rules and policies of Purchase College must be adhered to by all users of computing and information services at Purchase College. All rights and privileges of all users should be protected. Do not consider e-mail private or secure. Purchase College does not encrypt e-mail. Mail can be easily intercepted at any machine that it passes through. Mail can be altered and copies can be made and forwarded. Messages sent to nonexistent or incorrect addresses may be delivered to an unintended destination. The systems administrator(s) at Purchase College has the right to monitor the computer system. The new Australian Institute of Computer Ethics by John Weckert, edited by Stan Johnston et al. New information technology offers exciting and valuable prospects, and comparable dangers. ETHICOMP96, a conference on Values and Social Responsibilities of Computer Science, was held in Madrid in 1996. It was there that the idea of an Australian centre to study ethics in information technology was conceived. Inspiration came from such bodies as the Centre for Computing and Social Responsibility (CCSR) at De Montfort University (UK) and the Research Center of Computing and Society (RCCS) at Southern Connecticut State University (USA). In February 1998 the Australian Institute of Computer Ethics (AICE) was born at a series of workshops held at Charles Sturt University (CSU, Wagga Wagga) and Swinburne University of Technology (SUT, Melbourne). These seminars were addressed by the directors of CCSR and RCCS, Simon Rogerson and Prof. Terry Bynum respectively. Just as CCSR aims to provide research leadership, to inform and educate the public, and to provide a consultancy and advisory service, so will AICE pursue such aims in Australia. AICE will help to develop material to teach future IT professionals and retrain current ones, consult with industry, provide policy input, conduct research, workshops, seminars and conferences, and raise awareness and promote debate, and offer solutions.

    Introducing Ethics into the
    Computer World
    A movement is growing among computer professionals and entrepreneurs to curb the lawless side of the Internet and bring awareness and acceptance of computer ethics. Some of the most prominent names in the industry are taking an active role in straightening out the renegades and handling the problem at its source. The campaign and its principal sponsor, the Computer Ethics Institute (CEI), a nonprofit research, education and policy study organization in Washington, D.C., are pressing to move computer ethics out of the realm of philosophical debate and into implementation in the world of computers and their users. They stress that in the real world, well-defined standards of behavior have been established for centuries, while some have exploited the fact that the world of computers is ethically uncharted. Now, according to CEI and NCERC, it is time to bring that scenario to a close. "Computer ethics begin where the fingers meet the keyboard," said Patrick Sullivan, executive director of CEI. "But ethics are more than a philosophical concern. They are directly relevant to managers and system operators, for whom computer technology presents ethical problems ranging from e-mail privacy and worker monitoring to employee use of corporate resources."
