Message from the Attorney General About the Office Press Releases Maine State Government ... Home Domestic Violence and Sexual Abuse The Office of the Attorney General prosecutes all homicides in Maine, over half of which result from domestic violence. Through these homicides, the Office sees the devastation wrought by abuse within families. This experience in large part fuels the Office's commitment to work with advocates, the judiciary, law enforcement and others to prevent and respond to domestic and sexual abuse. A description of some of our efforts follows: Maine Commission on Domestic and Sexual Abuse: The Attorney General is a member of this statewide Commission. The Commission's statutory mission is to advise and assist the executive, legislative and judicial branches of the government on issues related to domestic and sexual abuse. The commission makes recommendations on legislative and policy actions, including training for police officers, judges and prosecutors. Members of the Office of the Attorney General assist further by staffing the Commission's active subcommittees.

The Domestic Violence Prosecution Unit was formed in 1997 to provide specially trained prosecutors for the new Domestic Violence Court. In the years since 1997, the Unit has taken on responsibility for all domestic violence cases, both felonies and misdemeanors, from arrest through trial either in Domestic Violence Court or one of the ten divisions of Criminal Court. The prosecutors review each case according to consistent, objective standards in order to accomplish the two main objectives of the Unit, victim safety and offender accountability. Outside the courtroom, prosecutors from the Domestic Violence Unit remain active in screening of warrant requests made by individuals through the Citizens' Dispute office and are available around the clock to assist law enforcement with charging decisions on domestic violence felony cases. Collaboration with area law enforcement agencies continues to be a priority of Unit prosecutors since successful prosecution starts with effective investigation. Prosecutors from the Unit handle status hearings with probated offenders, monitor compliance with court orders and treatment programs, and prosecute Order of Protection violations before judicial commissioners.

Rape and Sexual Assault General Information and Statistics
THE FACTS Rape is the most underreported violent crime on which national statistics are kept.(1)
Rape victims overwhelmingly are female, and rapists overwhelmingly are male.(1)
Rape victims are young; close to two-thirds of rape victims are under 18.(1)
Only one-quarter to one-third of rape victims are assaulted by a stranger - someone they had never seen or did not know well.(1)
Rape victims are far more likely to develop (PTSD) post-traumatic stress disorder and depression than other victims of crime. (1)
Roughly one-third of all rapes take place in daylight, and close to half occur at or near the victim's home.(1)
At least one of four rape victims have psychological problems more than a year after the assault. (1)
Each year an estimated 500,000 women are the victims of some form of rape or sexual assault. Altogether, offenders known to the victim accounted for about three-quarters of all rapes and sexual assaults against women. Strangers commit 18 percent of such assaults. (2)
For every rape reported to police, three of ten rapes go unreported.(3)

Statistics, when presented accurately, can be useful tools for domestic violence advocacy and activism: they can be used to mount convincing campaigns for systems and community-wide change; they can offer evidence that informs and supports efforts to educate the public about the extent of domestic violence within a community; they can reveal the number of victims of domestic violence impacted by policy, funding, and other systemic decisions; they can illustrate and underscore the need for services when writing proposals and reports to funders; and the information they convey can strengthen and support information presented in newsletters, brochures, and presentations.
