by Johnston Birchall The International Co-operative Movement follows on from Johnston Birchall’s widely acclaimed Co-op: The People’s Business ( MUP, 1994). The volume traces the history and development of the International Co-operative Movement (ICA) - an organisation that represents over 700 million individuals worldwide - from its foundation in 1895, up to the present day. The introductory chapter illustrates how the Co-operative Movement grew in different countries in response to industrialisation, urbanisation and the growth of market economies. Subsequent chapters examine the co-operative ‘ideal’, and illustrate how co-operative movements have developed in practice in Europe, Asia, Africa and the Americas. Finally, the volume looks at democratic theories of participation, and assesses the future of the Co-operative Movement.     Background on Argentina's economic and social crisis For most of the 20th century, Argentina was considered one of the most developed countries in South America, however poor economic decisions, political instability, and endemic corruption have contributed to Argentina's decline from the 10th richest country in the world in 1913 to the 36th in 1998. Argentina now finds itself bankrupt with an external debt of US153 billion. This constitutes one seventh of all the debt of developing countries. Before Christmas, the four-year recession culminated in a debt crisis, which left Argentina struggling to meet its repayment deadlines. International confidence in the Argentine economy was at an all time low and capital flight from Argentina in 2001 was estimated to be in the region of US20 billion. At the beginning of December the IMF refused to unfreeze the latest instalment of an agreed US$40 billion rescue package, due to Argentina's failure to meet its deficit targets. A default on the December instalment was narrowly averted, but only as a result of draconian measures that saw public spending slashed, with a 13% cut in public service salaries, and pensions, and limits imposed on cash withdrawals from banks. These measures exacerbated the social unrest caused by years of spiralling unemployment and impoverishment. In December pensioners were told that there was no money to pay their pensions. The health and education services are now in tatters, unemployment is officially running at 20%, and sub-employment figures are between 40% and 60%. Recent statistics reveal that 53% of children and adolescents under 18 years of age live in poverty.

    New Research Helps Clear The Air On Economic Impact Of Smoke-free Policies Recent studies add to the growing body of evidence that environmental tobacco smoke (ETS) harms people, and that smoking bans do not hurt their businesses. A blockbuster study published in the January issue of the Journal of the American Medical Association (JAMA) examined the impact of exposure to ETS on the progression of atherosclerosis (hardening of the arteries) and concluded, in part, that the arteries of non-smokers exposed to ETS thickened 20% faster than non-smokers with no second-hand exposure. (See separate story in this issue of Tobacco Control Update ). A second study published in the journal Pediatrics in January estimated that about half of the cases of early childhood cases of asthma, chronic bronchitis and wheezing are attributable to exposure to secondhand cigarette smoke. While there is a mountain of evidence on the adverse health effects of ETS, the body of literature on the economic impact of smoke-free policies is smaller. Now tobacco control aficionados can add two recent studies about the economic realities of smoke-free policies to their tobacco control libraries.
