If you are planning to move to another state, you should contact that state's certification office, as listed below. The number code following each entry indicates the types of testing which the state required at the time this information was published in the 1999 Job Search Hanbook. The key to the codes follows the state listing.
When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state. Another source of information about certification requirements will be the actual districts to which you apply.

Teacher Certification Program In response to the shortage of certified special education teachers in Hawaii, the Division of Administrative Services of the Department of Education (DOE) has implemented an alternative certification program, the Respecialization In Special Education (RISE) Teacher Certification Program. The Teacher Certification Program is designed to provide noncertified teachers in the special education classroom with the essential skills and knowledge needed to effectively teach Hawaii's youth with disabilities. The program participant completes seminar coursework and field experiences while concurrently employed in a teaching position with the Department of Education. Upon successful completion of the course work, required PRAXIS tests, and supervised internship, the program participant receives an alternative certification in special education on his/her teaching license. This alternative certification is valid only in the state of Hawaii. For additional information about the Teacher Certification Program, you may attend one of the following informational meetings:

Teacher Certification Program: 2-Year Requirements
The Alternative Basic Certification in Special Education (ABCSE) Program consists of the one-year requirements and formal content instruction provided by Chaminade University spanning a period of two years. The two-year program is part of the DOE's teacher recruitment program and a partnership between the Hawaii DOE and the Chaminade University (CU) of Honolulu. A graduate of an accredited college or university without a teaching degree may qualify for the two year program. Individuals enrolled in the ABCSE Program are responsible for the cost of their Chaminade University course work, textbooks and occasional inter-island travel.
Completion of the two-year teacher training program is contingent upon passing five components:
  • Seminars : Content focuses on Foundations of Special Education, Curriculum and Instruction, Classroom Management and Professional Development. Seminar grading is based upon the following:
    • Attendance/participation Academic Grades Quizzes Mid-term and Final Exam
    Supervised Internship : Internship consists of one-to-one mentor support provided by a skilled resource teacher throughout the training period. The internship integrates knowledge and theory into practical classroom applications.

    SCHOOL ADMINISTRATOR CERTIFICATE
    The Department of Education determines the requirements and standards for educational administration certification in the State of Hawaii. Certification is an acknowledgment that the individual has met the stipulated criteria and may be considered for employment.
    • Eligibility (for Hawaii Department of Education Personnel)
      • Employed as a full-time Department of Education certificated personnel.
      • Satisfactory teacher evaluations
      • Current Hawaii teacher license
      • Principals must have served not less than five years of appropriate school-level experience of which at least three years have been as a teacher.
      • Vice principals must have appropriate school-level experiences as determined by the Department.
